HUMAN RESOURCES ANALYST
NATURE OF WORK: Under direction of the Human Resources Manger, performs a broad range of assignments including recruitment/selection processes, Civil Service testing activities, performs classification and compensation analysis, coordinates the employee benefits information and processes, and assists with coordinating training programs. EXAMPLES OF DUTIES: The following duties are not inclusive of all duties and the incumbent performs other related duties as required. 1. Coordinates and develops recruitment and selection processes, including job description review, advertising, scheduling and interviewing, and all employment testing procedures. This includes serving as secretary to the Civil Service Commission and administering Civil Service examinations in accordance with the City’s rules and regulations. Performs wage and benefit surveys; researches classification and compensation issues; compiles information for contract negotiations as assigned. Reviews and researches employee questions regarding benefits; processes payments for liability claims, Workers Compensation claims, employee benefit claims, Disability Board claims, and other related insurance claims. Monitors eligibility for employee enrollment in the employee benefit programs through the billing process. Completes required reports for statistical information requested from the State and Federal governmental agencies, such as the Federal EEO-4 reports and quarterly Labor and Industries reports. Assists in coordinating the City’s training academy and other internal training programs. Responds to various questions from employees, managers, supervisors, and the public concerning Human Resource programs, such as recruitment/selection, classification issues, compensation, employee benefit programs, and the Civil Service process. Assists in entering data and maintaining the City’s Human Resource Information System (HRIS) and maintaining the HR files. Assists with coordinating employee recognition programs and activities and making recommendations for improvement.

PHYSICAL LIMITATIONS: Requires sitting at a desk for extended periods of time; use a PC work station for extended hours; lift up to 25 pounds on occasion. PREFERRED QUALIFICATIONS: Education: Possession of 4-year degree in Human Resources, Public Administration, Business, or a related field. Experience: Three (3) years or more increasingly responsible professional experience in Human Resources at the analyst level, preferably with broad knowledge as an HR generalist.
KNOWLEDGE, ABILITIES AND SKILLS 1. Considerable knowledge of classification and compensation principles of modern Human Resources management. Knowledge of organizational analysis and research methodology. Knowledge of word processing, spreadsheet applications, and HRIS software. Knowledge of Federal and State laws and regulations relative to employment, discrimination, discipline, and other areas of Human Resources, including ADA, FMLA, unemployment, EEOC, and other employment-related laws and regulations. Ability to write clear and concise reports and memorandums and make appropriate recommendations. Ability to exercise discretion and confidentiality in all personnel matters. Ability to establish and maintain a good working relationship with employees and the public, and have advanced interpersonal skills. Ability to be flexible, multi-task oriented, and able to prioritize work assignments with minimal direction. Ability to complete comprehensive work assignments and meet deadlines. Ability to mediate and resolve employee complaints and disputes within current policies, rules, and regulations.
