CITY OF OLYMPIA DATE PREPARED JOB CODE 1/85 1826 450 Covered 12/99 CLASS SPECIFICATION WWTF OPERATOR II SALARY RANGE FLSA STATUS REVISED POSITION DESCRIPTION Function: Under general supervision performs skilled work in monitoring and controlling operations of the LOTT Wastewater Treatment Facility. Essential Function: The information contained in this classification specification is a representative sample of essential and other functions performed in this classification. Specific essential functions are identified for position recruitment or other administrative procedures. Series Concept: WWTF Operator II is the senior level in the series which includes: WWTF Operator Apprentice, WWTF Operator I, WWTF Operator II, and WWTF Lead Operator. WWTF Operators II are fully skilled in the treatment facility operations and are expected to perform a variety of complex operations independently in an assigned facility area. As senior employees, WWTF Operators II may participate in the training of less skilled operators and will assume responsible charge of facility operations in the absence of the shift Lead Operator. Examples of Duties: Responsible for computer console monitoring and operation controlling the LOTT facility processes to ensure effective operation. Routinely monitor performance of the biological nutrient removal system (BNR); complete adjustments as necessary. Monitor performance of ultra violet (UV) disinfection systems, and perform routine cleaning and lamp replacement as necessary. Monitor, operate, and adjust a wide variety of systems which control facility processes. Monitor and complete adjustments to various systems and processes, including: activated sludge wastewater treatment systems; operating temperatures, digester gas mixer pressures and cooling water flow; digester operating temperatures; heat exchangers; digester circulation pumps, pressures, and flows; digester gas generation and storage systems; boilers and engine generators; influent rate and pumps; sludge and primary sedimentation levels and pumps; and sewage degritting systems. Monitor and adjust sludge thickness on flotation thickeners. Monitor and adjust the quantity of sludge in the thickener hopper and rate of pumping to digesters. Add oil or otherwise maintain digester. Backflush, clear, and purge pumps. Monitor and adjust flow rates. Collect, process, and record various samples and information, including: flow proportional composites; disinfection system samples; and daily major industrial user samples. Maintain records as necessary. Perform chlorine residual tests in laboratory and/or field environment and makes adjustments based on results. May work in the field, to include: operate, calibrate, and maintain portable and stationary samplers, flow meters, and primary devices; follow sample protocols and chain of custody procedures; complete confined space entry according to approved procedures; maintain all necessary equipment; prepare and maintain records of industrial sample results; and evaluate and report on the condition of industrial sampling facilities and pretreatment devices. Contacts: WWTF Operators II have extensive, daily contact with other facility operations employees for the purpose of work coordination, information sharing, and assisting in the training of other employees. WWTF Operators II may occasionally respond to complaints and/or questions from the public regarding facility operations where tact and courtesy are of prime importance. WWTF OPERATOR II PAGE 2 Supervision: May assist with the training, supervision, and evaluation of WWTF Operators I and Apprentice Operators. Accountability: WWTF Operators II are accountable for the effective operation of the assigned portion of the facility during an assigned shift; and accurately recording operating information. Working Conditions: WWTF Operators II work in a facility designed to optimize health and safety hazards. Operators work in several different environments within the facility, often moving from indoor to outdoor work stations, occasionally in inclement weather. Some portions of the facility are hot, cramped, and/or smelly. Some facility surfaces are slippery or open grates, and due to the size and various levels of the facility, ability to climb stairs and a fair amount of agility are required. A variety of health and safety hazards are associated with working near high voltage pumps and generators; contact with a variety of combustible, corrosive, and toxic health hazards associated with working in and around raw sewage. The LOTT Facility is in continuous operation 24 hours per day, seven days per week. Operators are assigned to a specific shift and are expected to work weekends and holidays as scheduled. Employees scheduled to work on a recognized City holiday are paid at the overtime rate. QUALIFICATION GUIDELINES Knowledge/Skills/Abilities: Knowledge of the principles, practices, materials, and operating procedures pertinent to the operation of an activated sludge wastewater treatment facility. Knowledge of the health and safety hazards connected with sewage treatment facility operation and the necessary safety and health precautions. Knowledge of laboratory testing and waste water sampling techniques. Skill in the use and care of a variety of hand tools and equipment. Ability to operate a variety of facility pumping, treatment, and control equipment. Ability to communicate technical information clearly and concisely. Ability to analyze and act on a variety of data and instrument readings. Ability to climb ladders, sufficient mobility to perform duties in small spaces by crouching, stooping, or kneeling, and physical ability to perform tasks requiring physical strength and finger dexterity. Ability to accurately log instrument readings and operating information. Ability to perform a variety of facility maintenance and housekeeping work. Ability to work cooperatively with others as a member of a technical operating team. Education/Experience: One year experience equivalent to the City of Olympia's WWTF Operator I. Special Requirements: Possession of a Group II Washington State Waste Water Treatment Plant Operator's License and a valid Washington State driver's license required. Possession of a Group III license within one year of hire is a condition of continued employment.
