CITY OF OLYMPIA CLASS SPECIFICATION PERSONNEL ANALYST DATE PREPARED 1/87 JOB CODE 510 SALARY RANGE FLSA STATUS REVISED POSITION DESCRIPTION Function: Under general direction supports City operations with professional personnel services. 056 EXEMPT 5/2003 Essential Function: The information contained in this specification is a representative sample of essential and other functions performed in this classification. Specific essential functions are identified for position recruitment or other administrative procedures. Examples of Duties: Analyze, write and maintain accurate class specifications for City positions. Complete salary surveys, recommend appropriate salary placement and maintain salary plan. In conjunction with Department directors and other appointing authorities, develop recruitment and selection processes. Develop and ensure validity of test instruments used by the City. Communicate benefits to current and future employees. Develop and administer special and on-going programs such as employee recognition and workforce diversity. Conduct investigations into complaints of harassment and/or discrimination. Respond to complaints filed with Federal and State regulatory agencies such as the EEOC, Washington State Human Rights Commission, Department of Labor and Industries, etc. Provide professional and technical staff support to boards and commissions, including developing defensible recommendations to complex, potentially litigious situations. Negotiate, implement and manage benefit contracts. Design and conduct employee training sessions. Develop request for proposals, select and manage consultant contracts. Coordinate City-wide health and safety programs. Assist Departments in dealing with injured workers and facilitating return to work. Develop, implement and interpret policies, procedures, rules and contracts. Advise departmental staff on appropriate procedures for implementing personnel actions such as hire, transfer, performance review, disciplinary action and termination. Conduct policy research and draft policy language. Advise department staff regarding compliance with Federal and State employment laws. Serve as a project team member on special projects. Actively support the work of other Personnel and Employee Services staff members. Contacts: Personnel Analysts have daily contact with other Personnel and Employee Services Department staff for the purpose of work coordination, problem resolution, and information sharing. Analysts have frequent significant contact with other City employees at all levels for the purpose of information sharing, problem resolution, and/or gaining compliance. These contacts are often highly sensitive, requiring skill in gaining the trust and confidence of others. Additional contacts are with other personnel professionals and staff of various compliance agencies and professional organizations for the purpose of information sharing and professional development. Supervision: None. Accountability: Personnel Analysts are accountable for the quality and timely completion of all assigned tasks, projects, and programs. Strict adherence to confidentiality is required. Working Conditions: Personnel Analysts work primarily in an office, but sufficient mobility to meet with employees and attend meetings at various locations is required. Stress associated with competing demands for services and meeting timelines is always present. PERSONNEL ANALYST Page 2 QUALIFICATION GUIDELINES Knowledge/Skills/Abilities: Current knowledge of the principals and practices of public personnel administration. Current knowledge of effective recruitment and selection practices. Knowledge/Skills/Abilities, Continued: Knowledge of statistical research methodology. Knowledge of job classification and salary setting methods. Current knowledge of laws, regulations, and ordinances related to public personnel administration. Skill in prioritizing and managing competing demands. Skill in working with a diversity of individuals. Ability to conduct job analysis and apply the findings to development of selection processes, or position allocation. Ability to interpret and apply policies to a variety of situations. Ability to analyze complex problems and create viable options for solving them. Ability to manage programs and projects. Ability to conduct thorough and impartial investigations. Ability to communicate effectively. Ability to gain compliance with policies and procedures. Ability to work as a member of a service oriented team. Ability to establish a sound working partnership with customers served. Education/Experience: Four year degree in Personnel, Business, or Public Administration and two years related work experience preferred. Experience in the public sector preferred. Additional experience in personnel may be substituted for the degree on a year for year basis.
