CITY OF OLYMPIA CLASS SPECIFICATION PARKS SERVICES MANAGER DATE PREPARED 6/2001 JOB CODE 1401 SALARY RANGE FLSA STATUS REVISED POSITION DESCRIPTION 076 EXEMPT New Function: Under general direction and reporting to the PRCS Director, manages and directs the planning, development, project management, and maintenance programs of the department. Direct reports are Parks Project Coordinator and Parks Maintenance Superintendent Essential Function: The information contained in this classification specification is a representative sample of essential and other functions performed in this classification. Specific essential functions will be administratively identified for position recruitment or other organizational needs. Examples of Duties: Manage design, planning, funding, land acquistion and construction of capital improvement projects. Manage ongoing short and long term maintenance of parks and associated structures and facilities Assist department Director in development of departmental CIP. Ensure that staff and consultant work efforts of project management, planning, technical support, and maintenance are coordinated toward achieving short and long range goals and objectives. Determine equipment, material and labor needs and submits requisitions/requests for necessary new construction, repair and on-going maintenance. Manage overall park construction projects including the coordination of overall City-wide parks design and construction work (inhouse or contracted) for the best present and future utilization of labor, materials and equipment. Direct the review of projects including examining work areas and recommend the best approach to accomplish project objectives. Manage work review, project inspection, and all project phases to completion. Participate in pubic process and provide information and reports to elected officials, managers, committees, boards, commissions, and the general public. Responsible for personnel management decisions, including hiring, training, motivation, discipline and performance review. Manage project and maintenance record keeping functions and assume overall responsibility for quality, efficiency, and productivity. Prepare or direct the preparation of complex reports concerning planning, maintenance, projects and construction. Responsible for preparation and management of Division budget, including implementation and expenditure control. Provide management input to the Parks Advisory Committee. Serve as a member of the department management team. PARKS SERVICES MANAGER Page 2 Contacts: The Parks Services Manager has contact with diverse individuals involved in parks development, construction, and maintenance. Skill in soliciting support and coordinating the activities of a variety of individuals and groups (such as neighborhood organization, contractors, consultants, City management team members, advisory committees, task forces, and the City Council) is critical to job success. Supervision: Directly or indirectly supervises all assigned staff. Accountability: The Parks Services Manager is accountable for the planning, design, development, construction, and maintenance of current and future parks and recreation resources throughout the City. Working Conditions: The Parks Services Manager works at the Olympia Center in Downtown Olympia. Mobility is required to oversee projects under construction, interact with staff members in far-flung locations, and meet with a broad diversity of groups and individuals. The incumbent may be exposed to hazards present in and around construction and maintenance sites. Stress associated with competing priorities and strict timelines is a job element that must be successfully managed. Flexible working hours that includes evenings and weekends are the norm. QUALIFICATION GUIDELINES Knowledge/Skills/Abilities: • • • • • • • • Knowledge of the principles, practices, materials, and techniques used in park planning, design, and construction management. Knowledge of the materials, equipment, methods and practices essential to the construction, maintenance and repair of parks and related facilities. Knowledge of the practice and principles of park maintenance management. Knowledge of current research methods and sources of information in parks planning, design, and construction management. Knowledge of municipal budgeting practices. Skill in creatively eliminating barriers to Park development Skill in analyzing proposed park construction projects and generating effective recommendations regarding their feasibility Skill in establishing priorities and schedules for staff and projects PARKS SERVICES MANAGER Page 3 Knowledge/Skills/Abilities: cont. • • • • • • • • Skill in gaining funding commitments through advocacy and persuasion. Skill in preparing requests for proposals, establishing selection criteria, and selecting consultants and contractors Ability to develop and maintain Division and project budgets. Ability to design, plan, design and oversee short and long range construction, maintenance and repair projects. Ability to interpret information or concepts to effectively resolve problems and make appropriate decisions. Ability to communicate with co-workers, staff, managers and the general public in a clear, concise manner. Ability to compose and array information in a manner that effectively informs, instructs, diagrams, trains and/or solicits input. Ability to establish and maintain effective working relationships with the public, officials of various commissions and boards, peer managers, subordinate staff, and City employees at all organization levels. Ability to work cooperatively with others as a member of a service-oriented team. • Experience/Education: Four year degree in Park Planning, Landscape Architecture, Construction Management, Parks/Recreation Management, Public Administration, or a closely related field and four years experience in the management of planning, design, construction, and maintenance projects operations and staff required. Additional professional level work experience in a related field may be substituted for the required degree on a year for year basis. Special Requirements: Possession of valid Washington State Driver's License required.
