POSITION DESCRIPTION Function: Under general supervision, performs inspections of property to determine eligibility and compliance with codes and standards for H.U.D. rehabilitation funds. Essential Function: The information contained in this classification specification is a representative sample of essential and other functions performed in this classification. Specific essential functions are identified for position recruitment or other administrative procedures. Examples of Duties: Responsible for conducting field inspections of property and preparing a detailed analysis of the condition of property. Inspect foundations, basements, electrical wiring, plumbing, structural integrity, interior and exterior wall condition, the amount of insulation. and roofing. Complete an inspection checklist to ensure all pertinent information on the condition of each house is included. Prepare reports of inspections, bid forms and work descriptions for houses to be rehabilitated. Prepare bid packages including information from the inspection process and information on the bid soliciting process. Explain the bid soliciting process to homeowners. Monitor all rehabilitation work through regular inspections during the rehabilitation process. Maintain records documenting the rehabilitation process. Review applications and determine eligibility of applicants for funds. Prepare contracts and documents for loan closings, review the legalities of the construction contract and loan papers with the applicant. Conduct contract dispute mediations. Assist owners in bid selection of general contractors. Keep up-to-date on changing regulations from H.U.D. for proper administration of the loan program. Assist in planning priorities for Community Development Block Grant and Section 312 programs to allocate quarterly expenditures of funds. Explain various Community Development Block Grant Programs and Section 312 programs to citizens on the telephone in person. Contacts: The Specialist has extensive contacts with applicants for H.U.D. grants, other employees in the Department of Community Development and protective inspection personnel of the City. Contacts require the exchange of technical information and involve a great deal of sensitivity when entering peoples homes to establish program eligibility. Supervision: None Accountability: The Specialist is accountable for accurately relaying technical information and performing effective inspections which protect the funds available through the H.U.D. Rehabilitation Program. Working Conditions: The Specialist works in both an office setting and conducting field inspections of residences. Agility is often required to inspect foundations, floors, roofs, etc., and navigate various terrain, building levels. QUALIFICATION GUIDELINES

Knowledge/Skills/Abilities: Knowledge of city development standards and federal rehabilitation program regulations. Knowledge of construction methods and materials. Knowledge of contract administration and/or code compliance methods. Knowledge of the development community and contractor practices. Knowledge of the Uniform Building, Plumbing and Electrical Codes. Knowledge of loan processing procedures. Skill in assisting others with codes and/or contract terms compliance. Ability to verbally communicate technical information and requirements in a clear and accurate fashion. Ability to develop rapport with a wide variety of people and elicit cooperation. Ability to be assertive as the situation demands, deal with angry people and resolve disputes. Ability to perform basic mathematical calculations. Ability to meet rigid deadlines and organize a daily inspections schedule. Ability to read plans and specifications and evaluate their consistency with actual construction. Ability to formulate clear narrative reports and recommendations. Ability to review title reports, deeds, real estate contracts, tax assessments and related papers to determine ownership, position, property value and current equity. Experience/Education: Five years of progressively responsible related work experience required. Certification by ICBO as a Building Inspector is preferred. Special Requirement: Must possess a valid Washington State Driver's License.
