CLASS SPECIFICATION DEVELOPMENT ENGINEER SALARY RANGE FLSA STATUS REVISED POSITION DESCRIPTION Function: Under general direction, plans, organizes, and directs the City's Engineering Review and Inspection function. Essential Function: The information contained in this classification specification is a representative sample of essential and other functions performed in this classification. Specific essential functions are identified for position recruitment or other administrative procedures. Examples of Duties: Responsible for ensuring Engineering Development Standards application procedures, engineering analysis, and permit processing are completed in a professional and efficient manner. Ensure Engineering Development Standards are applied in a fair and consistent manner. Coordinate Engineering Section activities with other City functions, outside consultants, and construction schedules. Responsible for applying Engineering Development Standards and other regulations in the most complex situations. Represent the Engineering Section at Site Plan Review Committee meetings. Administer the Engineering Plans Review process and complete Engineering Plans Reviews. Review all engineering construction related complaints and citations. Prepare the annual budget for assigned activities. Direct and evaluate inspection personnel. Assign and schedule work assignments; assist in hiring, firing, and disciplining of all assigned employees. Assist the public in understanding Development Standards and regulations for various permits. Resolve customer problems and complaints concerning Engineering Plans Review, interpretation of Engineering Development Standards, and other regulations related to site development and the various application and permitting processes managed by the Section. Assist the public at the Engineering Counter by responding to technical questions, explaining policies and procedures, and interpreting the Engineering Development Standards. Contacts: The Development Engineer has daily contact with Section staff for the purpose of supervision and coordination of effort. The Development Engineer has frequent contacts with a variety of land developers, engineers, architects, and contractors for the purpose of information sharing/gathering and coordination of effort. Contacts may be adversarial in nature, requiring the Development Engineer to resolve both technical and interpersonal problems regarding compliance issues. Skill in gaining compliance with development regulations while maintaining a cooperative working relationship is central to position success. Supervision: Supervises all assigned staff. Accountability: The Development Engineer is accountable for ensuring Engineering Development Standards, codes, and regulations are applied in a professional, fair, and efficient manner; inspections are completed in a fair, effective and timely manner; and general health and safety standards are maintained through a comprehensive inspection program. Working Conditions: The Development Engineer generally works in an office. Field work is necessary, and sufficient mobility to move about work sites throughout the City and attend various meetings is required. QUALIFICATION GUIDELINES 064 EXEMPT 5/95
Knowledge/Skills/Abilities: Knowledge of civil engineering design and engineering construction technology. Knowledge of federal, state, and local regulations pertaining to Engineering Development Standards.

Knowledge/Skills/Abilities (continued): Knowledge of Municipal and other codes and ordinances related to engineering improvements. Skill in operating a computer terminal and calculator. Ability to interpret legislative intent relating to engineering regulations and state/local standards. Ability to absorb and analyze complex technical information rapidly, draw logical conclusions, and make decisions of major scope with full awareness of technical, legal, and financial consequences. Ability to communicate technical data and sensitive information in a clear, persuasive manner. Ability to establish and meet rigid timelines. Ability to plan, organize, delegate, supervise and evaluate the work of assigned staff. Ability to read and understand civil engineering drawings and details. Ability to communicate effectively using various media. Experience/Education: Five years progressively responsible work experience in engineering review and design required. Four year college degree in Civil Engineering, supervision experience, and/or Certification as State of Washington Professional Engineer preferred. Special Requirements: Must possess a valid Washington State Driver's License.
