TITLE: Planning and Community Development Manager DEPARTMENT: Planning REPORTS TO: City Manager EMPLOYMENT STATUS: Regular, full-time, and exempt SUMMARY Long and short range planning position relating to the administration and maintenance of the City Comprehensive Plan and other applicable land use regulations and codes of the City. Formulate applicable City ordinances pertaining to land use. Supervise Department staff, contracted engineering activities and coordinate projects with the Public Works function of the City. Enforce provisions of State Environmental Policy Act, the Washington State Shoreline Management Act and the National Environmental Policy Act. The Planning and Community Development Manager is classified as a Fair Labor Standards Act (FLSA) exempt position. Scope of Responsibility This position is accountable for the efficient and effective administration of zoning regulations and other land use planning related regulations and policies, and codes including the City Comprehensive Plan. Work in conformance with generally prescribed policies, plans and approved budgets. Operate with defined latitude for independent action and decisions commensurate with demonstrated ability, scope of authority and with the assistance and approval of the City Manager in matters having a major impact or long-range effects. This position is accountable to the City Manager and responsible for maintaining high professional standard in the provision of departmental services and assures department operations are maintained within budget limitations. This position is responsible for the
supervision of all department employees; and for all personnel actions regarding departmental employees. This position also oversees independent building and engineering contract services. Responsible for applying full-scope of knowledge of modern systems, methods and practices utilized in zoning administration and land use control. Ensure compliance of the State Environmental Policy Act, National Environmental Policy Act, Washington State Shoreline Management Act, Sensitive Areas Ordinance, Clearing and Grading Ordinance and other land use related regulations. TYPICAL DUTIES • • • • • Analyze all building permits, plans and other land use permits to assure compliance with the City Comprehensive Plan, zoning requirements and other applicable regulations and codes. Interpret City codes and coordinate compliance with land use regulations by land developers, builders, and owners. Serve as responsible official for all SEPA determinations as outlined by City Code. Develop and implement approved modifications to the City Comprehensive Plan, building code and zoning regulations. Research and analyze data, prepare and preserve reports on proposed changes. Research, analyze and prepare reports and recommendations on planning issues such as: housing, transportation, community facilities, economic development, central business district, utilities and land uses; level of service standards, annexation; land use moratoria; development standards and guidelines. Research and respond to appropriate agencies on all environmental issues Supervise employees. Train, motivate and evaluate staff; review progress and direct changes as needed. As required, provide professional assistance to the Board of Adjustment and the Planning Commission Prepare and present written and oral findings and recommendations to the City Council on land use, building applications and issues, ordinance and code revisions, and policy and procedure changes. Coordinate project management of special planning projects such as sewer and storm water management plans and other interdepartmental projects such as the development of CAD and GIS systems with other Department Managers. Manage and coordinate contracted building safety and engineering services Interact with other City Departments, County, State and Federal agencies and commissions to assure compliance with zoning, land use control and other environmental laws and regulations Respond to public inquiries, investigate and resolve complaints or refer to appropriate individuals or other City departments for resolution. Provide consultation to applicants for variances, rezones and other permits to assure conformance to ordinances. Coordinate project proposal review with other agencies and City departments; organize, participate in, and lead meetings.

Prepare and present staff reports and recommendations to the City Manager, City Council and other boards and commissions. Attend frequent professional, City Council, Board of Adjustment, Planning Commission and community meetings as required. Other duties and projects as assigned by the City Manager.
QUALIFICATIONS • • Requires knowledge of the field of assignment and physical ability sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by example in the above job description Requires a B.A. degree in urban planning, or a related field, or any combination of education and experience sufficient to demonstrate thorough competency and fullscope knowledge of principles and practices as applied to community development, planning and zoning administration and building inspection. Masters degree preferred. Significant experience with intergovernmental relations and citizen groups highly desirable. Requires demonstrated competency through progressively more responsible professional and management experience of approximately three (3) years; or combination of equivalent education and experience may be substituted.

ADDITIONAL QUALIFICATIONS • Requires a valid Washington State Driver’s License, or the ability to obtain a License, and a driving record free of significant violations.
