CLASSIFICATION SUMMARY Under general direction, perform a variety of professional duties in support of the City's human resources functions including employee development and training, recruitment and placement, and compensation and benefit plan administration; to provide information and assistance to City employees and the general public regarding human resources activities, policies and procedures; and to perform a variety of technical duties relative to assigned area of responsibility. This is a single position classification. It is not part of a series. MISSION The primary mission of all employees is to provide the citizens of the City of Kennewick with the most efficient and effective service possible. Salaries are paid by the taxes, revenues, and users fees collected from the citizens of Kennewick. Each employee is expected to treat all people with the courtesy and respect due them at all times.
ESSENTIAL DUTIES FREQUENCY BAND/GRADE 1.Coordinates and conducts the recruitment and selection process as follows: prepares and reviews job description and conducts job analysis as necessary; compose position announcements and advertisements; screens employment applications; selects interviewees; composes/reviews interview questions; interviews applicants; extends verbal job offer; orients new employee, and performs additional follow up as needed. 2. Administers employee relation aspect of health and welfare benefit plans including, educating employees and coordinating all information, processing and working with employees on retirement plans. Works with employees, payroll and supervisors to determine best alternatives in the coordination of various leave programs, including: FMLA, sick leave, leave of absences and military leave. 3. Conducts research and analysis on human resource issues and projects for management. Develops, writes and implements policies for City-wide Administrative Policy Manual. This includes classification plan review and salary survey coordination analysis.

5. Follow up with supervisors on overdue appraisals or performance improvement plans. Reviews performance appraisals and makes recommendations to supervisors on additions, deletions, etc. Assists in the development of performance improvement plans and monitoring of progress. Weekly 10% C42
6. Participates in labor and employee relations negotiation activities. Conducts labor relations research, including survey development, compiling technical data, and providing analysis and recommendations to management as requested. Daily 15% C42
7. Develop and implement supervisory and employee training programs, which are compliant with Federal and State requirements. Makes determination on appropriateness of conducting in-house training programs or procures experts to provide desired training programs. Weekly 5% C42
8. Development of EEO/Workforce Diversity plan. This includes monitoring all departments on goals and objectives of the plan, analysis of statistical data, notifying department directors of progress and meeting with departments to look at new ways to diversify the workforce. Develop effective outreach programs. This position shall ensure compliance with previously agreed upon activities through EEOC and other entities such as HUD and EDA. Monthly 5% 9. MINIMUM QUALIFICATIONS Bachelor’s degree in human resources or a related field and three years of professional personnel experience with emphasis in recruitment and selection, classification and compensation. Comprehensive and thorough knowledge of federal, state and local employment laws as they apply to public sector employers; Comprehensive knowledge of benefit plans and rules, and laws pertaining to benefit plan administration ; Advanced organizational skills to effectively manage multiple priorities and competing deadlines; Advanced analytical, public relations and communication skills (both verbal and written) to comprehend, interpret, and explain rules, regulations, legal requirements and policies to a diverse audience; Advanced interpersonal skills to build and maintain effective working relationships with a variety of internal and external customers and contacts; Advanced negotiation and customer service/relations skills to effectively deal with employees in an escalated emotional state; Demonstrated ability to design and conduct surveys; Ability to exercise discretion and confidentiality in all personnel matters and advanced knowledge of word processing and spreadsheet applications.

PHYSICAL ACTIVITY/REQUIREMENTS To perform the essential functions of the job, incumbents must be able to perform the following: Fingering, talking, hearing/listening, seeing/observing, repetitive motions. Sedentary Work: Exerting up to a 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
