CLASSIFICATION SUMMARY Under general direction, performs a variety of administrative activities relating to the planning, evaluation and implementation of municipal services construction and maintenance programs. This is a single position classification. It is not part of a series. MISSION The primary mission of all employees is to provide the citizens of the City of Kennewick with the most efficient and effective service possible. Salaries are paid by the taxes, revenues, and users fees collected from the citizens of Kennewick. Each employee is expected to treat all people with the courtesy and respect due them at all times.
ESSENTIAL DUTIES FREQUENCY BAND/GRADE 1. Develops, compiles and performs physical inventories of the Municipal Services Department's capital infrastructure to determine type of construction, age, condition, components and other information necessary for capital improvement programs and formulating capital and maintenance budgets. This includes City water, sewer, storm, street, lighting, facilities/buildings and parks infrastructure. Implements the infrastructure management system software for inventory, budgeting and maintenance scheduling. Weekly 15% C4
2. Coordinates the routing of plan reviews, utility checks, warranty checks and site plans to ensure all Municipal Services division relevant comments are noted. Compiles all review information and processes in accordance with Department policies. Daily 15% 3. Resolves technical problems submitted by the field supervisors. Weekly 10% C4 B2
4. Assists in preparing departmental budgets and objectives. Monitors and analyzes budget expenditures and prepares budget projections for assigned budget accounts.

Monthly 10% 5. Administers Municipal Services Contracts and Programs (such as street lights, weed control, etc.). Administration includes participating in the awarding of contracts to service providers as required, monitoring progress of tasks, setting up procedures and timetables, tracking data and claims, interacting with public, city employees and contractor representatives to discuss issues, exchange information and resolve differences, etc. Weekly 20%

6. Provides technical design, plans, specifications and estimates of specialty infrastructure, such as parks, playgrounds, buildings, water, sewer, streets storm drainage facilities, and other specialty projects that may be assigned. Monitors progress of specialty infrastructure to ensure conformance with contracts, specifications and schedules. Completes progress payments and change order negotiations within project budget. 7. Assists in the selection, negotiation and administration of consulting engineering contracts. Reviews plans and specifications prepared by consulting firms for capital improvements projects to ensure compliance with City Standards. MINIMUM QUALIFICATIONS Bachelor's degree in Civil Engineering, Architecture or a related field and two years of civil engineering design work, inspection, conducting data collection or architecture experience including proficiency in computer aided drafting or an equivalent combination of education and experience to provide sufficient evidence of the successful performance of the essential elements of the job such as those listed above. A valid State of Washington driver’s license or evidence of equivalent mobility is also required.
PHYSICAL ACTIVITY/REQUIREMENTS To perform the essential functions of the job, incumbents must be able to perform the following: Reaching, standing, walking, lifting, fingering, grasping, talking, hearing/listening, seeing/observing, repetitive motions. Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light work.
