Date Updated: October 2, 2003 Title Of Immediate Supervisor: Director of Economic Development CLASSIFICATION SUMMARY Under administrative direction of the Director of Economic Development, provides managerial oversight to the development services division in the Economic Development Department. Incumbent manages the review of land use permits and provides supervision for technical and clerical staff engaged in providing permit issuance, application acceptance, cashiering and other related duties. This is a single position classification and is not part of a series. MISSION The primary mission of all employees is to provide the citizens of the City of Kennewick with the most efficient and effective service possible. Salaries are paid by the taxes, revenues, and users fees collected from the citizens of Kennewick. Each employee is expected to treat all people with the courtesy and respect due them at all times.
ESSENTIAL DUTIES FREQUENCY BAND/GRADE 1. Develops and recommends goals and objectives of the Division in compliance with Department goals and objectives and any applicable local, state or federal laws, rules and regulations. Daily 20% 2. Receives and responds to permitting concerns and issues and determines and recommends appropriate resolutions to maintain positive community/customer relations for the Division, Department and City. 3. Supervises the activities and performance of technical and clerical staff carrying out the functions of the Division. Supervision includes assignment and review of work and projects, providing assistance and training, conducting performance evaluations, administrating discipline, and making hiring, termination and pay change recommendations. Daily 20% 4. Develops, recommends and monitors the Division budget by reviewing past expenditures, determining future needs and making determinations regarding the necessary resources to accomplish divisional goals. Reviews requisitions and authorizes approval based upon divisional goals and budgetary guidelines. Weekly 10% Development Services Manager - Page 1 C4 B3
5. Prepares and submits to Director reports and correspondence relating to divisional activities, direction, accomplishments, etc. Assists Director in preparing presentations and reports to be submitted to other departments, the City Council, other agencies, groups, etc. Weekly 10% 6. Participates in meetings with other departments and outside organizations to provide information and direction in relation to federal, state and City code and regulations. Coordinates Division activities and projects with other divisions, departments and other organizations. Weekly 20% 7. Develops and establishes new operational policies and procedures related to the permitting and development process; monitors workflow processes and procedures to streamline and ensure efficient and effective operations. Daily 20% 8. Develops, drafts, and proposes changes to zoning and subdivision code. Annually 20% 9. Coordinates the development of short and long plats by prioritizing, scheduling and delegating tasks, coordinating efforts of consultants, citizen group and staff and designing and compiling finished product. 10.Provides information to developers, engineers, architects and general public on planning and zoning policies and procedures and explains to property owners how to comply with city procedures regarding land use and construction. Weekly 15% 11. Interprets applicable city codes for developers and permit applicants to determine what portions of the code apply to the proposed project and ensure the project meets the intent of the code. Daily 10% 12.Negotiates development agreements to provide increased value in city capital infrastructure. Annually 10% 13. Performs other duties of a similar nature or level. As Required MINIMUM QUALIFICATIONS Bachelor’s degree in Planning, Urban Planning, or a related field and four years of progressively responsible permitting and/or plan review experience; or an equivalent combination or education and experience to provide sufficient evidence of the successful performance of the essential elements of the job such as those listed above.
