Classification Title: Department: Band: C FLSA: Exempt Date Updated: August 20, 1992 Title of Immediate Supervisor: Varies CLASSIFICATION SUMMARY Under general direction, provides coordination and implementation to recreational, social, educational and transportation programs and activities for citizens of all ages and socio-economic groups. Incumbents are responsible for recruiting, training and coordinating the activities of instructors and volunteers in teaching programs and leading or assisting in activities. This is a single position classification. It is not part of a series. MISSION The primary mission of all employees is to provide the citizens of the City of Kennewick with the most efficient and effective service possible. Salaries are paid by the taxes, revenues, and users fees collected from the citizens of Kennewick. Each employee is expected to treat all people with the courtesy and respect due them at all times. ESSENTIAL DUTIES FREQUENCY BAND/GRADE 1. Plans, organizes and implements programs and recreational, social, educational and transportation programs and activities including determining type of program or activity, target group, fee schedule, costing, scheduling, developing operations manual and evaluating success and benefits. Monthly 15% 2. Recruits, coordinates and supervises program instructors and volunteers in teaching programs and classes or in leading and assisting in activities. May involve working with over 300 employees during peak times. Provides training on procedures and City and Department policy. Monitors performance, discusses any problems or concerns and takes necessary action to correct including dismissal. Weekly 20% 3. Promotes programs and activities by developing and distributing news releases, flyers, brochures and preparing and making presentations. 4. Collects data and compiles and distributes various reports regarding activities and programs, volunteers, transportation, financial status, attendance records and other required reports for outside agencies and funding sources. Monthly 10% Leisure Services Supervisor - Page 1 C4
5. Develops schedules for use of facilities by groups and organizations. Monthly 5% B2
6. Maintains inventory of supplies and equipment and prepares and submits requisitions for item needing to be ordered. Quarterly 5% 7. Assists customers by providing information concerning and/or registering in programs and activities. Daily 5% B2 A1
8. Assists in developing and monitoring budget including reviewing historical data; determining service levels and required equipment, supplies, etc; providing recommendations and tracking expenditures to ensure compliance with established budgetary guidelines. Prepares grant applications to obtain additional funding. Weekly 5% 9. Oversees the maintenance of recreation facilities, completes work order requests for repairs and/or reports problems to Facilities and Grounds Maintenance Manager. Daily 20% 10. Performs other duties of a similar nature or level. As Required C4 B2
MINIMUM QUALIFICATIONS Bachelor's degree in recreation or a closely related field and two or more years of previous experience in administering recreational, social, and/or educational programs and activities or an equivalent combination of education and experience to provide sufficient evidence of the successful performance of the essential elements of the job such as those listed above. The position responsible for administering programs for senior citizens requires a valid State of Washington driver's license and certification in C.P.R. and first aid.
PHYSICAL ACTIVITY/REQUIREMENTS To perform the essential functions of the job, incumbents must be able to perform the following: Reaching, standing, walking, lifting, fingering, grasping, talking, hearing/listening, seeing/observing, repetitive motions. Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
