CITY OF KENNEWICK MAINTENANCE AND CONSTRUCTION CRAFTSWORKER MISSION: The primary mission of all employees is to provide the citizens of the City of Kennewick with the most efficient and effective service possible. Salaries are paid by the taxes, revenues, and users fees collected from the citizens of Kennewick. Each employee is expected to treat all people with the courtesy and respect due them at all times. GENERAL STATEMENT OF DUTIES: Under general supervision of department supervisor and/or crew leader, an employee of this class performs varied maintenance, repair and construction work in the streets, water, sewer, warehouse or parks programs, and performs related work as required. DISTINGUISHING FEATURES OF THE CLASS: A Maintenance and Construction Craftsworker performs a wide variety of semi-skilled and unskilled tasks in one of the major divisions of the Public Works, Support Services or Parks Department and may be temporarily assigned to various divisions within the City as the work requires. A Maintenance and Construction Craftsworker brings to the job the skills, knowledge and physical requirements necessary to perform the work and is expected, within the probationary period, to acquire the knowledge and skills necessary to perform the duties of the position and acquire a good knowledge of the policies, procedures and methods utilized in the assigned divisions, and demonstrate an ability to work independently with minimal direct supervision. The Maintenance and Construction Craftsworker differs from the next higher level General Craftsworker by the latter acting in a lead capacity and possessing greater technical knowledge and ability to perform the more difficult skilled functions. A Maintenance and Construction Craftsworker may be required to supervise, train and direct the work of unskilled part-time or summer workers in the completion of specific jobs. EXAMPLES OF WORK PERFORMED: (Illustrative only) Streets, Signs and Striping: Repairs and maintains City streets and right-of-way by patching with asphalt, concrete or other materials; reconditions streets by skin-patching and crack-sealing; assists in sterilization of preparation for overlays; applies asphalt to streets; constructs, installs, cleans and maintains storm drain systems; constructs, installs and maintains street signs and markings; assists in traffic sign fabrication; installs traffic signs; paints crosswalks and stripes roadways by operating marking/striping machines; sets cones and barricades for traffic control; maintains storm drains by cleaning catch basins of all obstructions; cleans, mows, sprays and burns weeds and debris from City right-of-ways; removes and controls snow and ice on City streets and right-of-ways by plowing, sanding or shoveling; operates street construction and maintenance equipment such as roller, loaders, walk behind striper, mower, dump trucks, pickups, compaction wackers, jackhammers, concrete saws, and other equipment and material required in the maintenance of City street right-of-way; uses various hand tools such as shovels, picks or wrenches; performs routine equipment preventive maintenance by checking oil, fluids, water and tire levels and advises superiors of mechanical or operational problems; does routine housecleaning of City shops and yard; and performs related work and overtime as required. Maintenance & Construction Craftsworker - Page 1 Sewer: Replaces, repairs, relocates and installs sewer lines; locates pipes and lines, repairs broken mains by applying full circle clamps to breaks or by cutting and removing old pipe and replacing with new section of pipe and adding quick couplers; taps into main sewer lines and applies various clamps, taps and pipes to provide stub service to property; drives or operates continuous or high velocity jet rodder to remove dirt, rock, roots and other debris from sewer lines or storm drains; constructs, installs, cleans and maintains storm drain systems; maintains storm drains by cleaning catch basins of all obstructions; cleans sewer manholes and adjusts manholes to grade where required; replaces manhole covers when required; uses shovel and other hand tools to remove dirt from area around sewer lines; backfills holes and trenches; drains, washes, changes filters and does general maintenance of clarifiers; maintains aerators by checking wear, cleaning and greasing bearings; assists in general maintenance of lift stations; operates dump truck, compaction wacker, pickup, concrete saw, tap machines, loader, jackhammer, boom truck, continuous rodder, high velocity jet rodder, television equipment, and other equipment used in the maintenance and repair of City sewer lines and related systems; assists in monitoring condition of sewer lines using television equipment; uses various hand tools such as shovels, wrenches or picks; performs routine preventive equipment maintenance by checking oil, fluids, water and tire levels and advises superiors of mechanical or operational problems; does routine housecleaning of lift stations, aerators, ponds and sewage treatment plant facilities; and performs related work and overtime as required. Water: Replaces, repairs, relocates and installs water lines; locates pipes and lines, repairs broken mains by applying full circle clamps to breaks or by cutting and removing old pipe and replacing with new section of pipe and adding quick couplers; taps into main water lines (wet or dry) to provide stub service to property; cuts asphalt street sections with concrete saw and removes concrete and dirt with shovel to reach pipes; backfills holes and trenches; installs and adjusts level of water meters and meter boxes; repairs water meters; installs valves in water mains; sets cones and barricades for traffic control; conducts pressure tests of water lines to determine leakage and breaks in water mains; maintains fire hydrants as required; may operate welding machine to thaw frozen lines; uses a dump truck, compaction wacker, pickup, concrete saw, tap machine, loader, jackhammer, boom truck, pressure pump and other similar equipment required for the maintenance, installation and repair of water lines; uses various hand tools such as shovels, wrenches or picks; performs routine equipment preventive maintenance by checking oil, fluids, water and tire levels and advises superiors of mechanical or operational problems; does routine housecleaning of City well sites, pump houses, and the City corporation shops and yard; and performs related work and overtime as required. Parks: Maintains parks, buildings and other public areas by watering, planting and fertilizing grass and plants; trims and mows lawns and landscapes; performs weed and litter control in parks and other public areas; applies various forestry techniques to trees, including trimming, pruning, transplanting, etc.; applies pesticides and herbicides safely and effectively; polices public areas to identify and remove safety hazards and to ensure proper maintenance of facilities and recreational areas for special events and daily use; assists in maintenance and operation of irrigation systems, cleaning and replacing heads and broken lines; does routine and recurring repair and maintenance of buildings, fences, park benches and other outdoor park facilities; paints as necessary; prepares ball fields for use by teams, leagues and the general public; assists General Craftsworker in more complicated and difficult phases of plumbing, carpentry, masonry and other skilled crafts; operates trenchers, loaders, tractors, gang mowers, hand mowers, weedeaters, concrete and asphalt saws, jackhammers, pickups, dump trucks, compaction wackers and other equipment required in the maintenance of City parks and facilities; performs routine equipment preventive maintenance by checking oil, fluids, water and tire levels and advises superiors of mechanical or operational problems; uses various hand tools such as shovels, rakes, picks, hoes and wrenches; performs routine housecleaning in City parks and facilities; and performs related work and overtime as required. Maintenance & Construction Craftsworker - Page 2 Meter Reading: Turns water service on for new accounts and off for non-payment of utility bills and terminated accounts; locks-off for non-payment; places notices on customers doors indicating turn-offs; processes trouble calls such as boxes and component parts; utilizing basic maps of new and existing subdivisions and similar development, assigns account numbers to each lot and block in a recommended and orderly sequence to ensure maximum efficiency for meter reading; reads and re-reads meters and records readings in log books; checks for abnormally high or low water consumption, illegal hook-ups of sprinklers, cracked or broken pipes and notes and reports of conditions requiring additional attention or repairs. May be required to perform any or all of the work performed by other Maintenance and Construction Craftsworkers; answers questions or complaints from the public regarding water service; works overtime and performs related work as required. Warehouse: Responsible for receiving shipments, verifying condition and completeness of orders and unloading, computer entry, and stocking of inventory items; delivers orders received to the requesting department; may pick up orders from local vendors and deliver to job site; operates the forklift as a part of general duties; ability to clean and organize storeroom so that all items may be easily located and retrieved; assists in maintaining a guide to where storeroom items are located; performs regular spot-checks of warehouse stock and prepares purchasing requisitions for needed goods and material; determines the availability of stock; investigates and resolves inventory discrepancies; assists in maintenance and periodic inventory of central store supplies; processes central stores requisitions as material is requested, received or delivered; handles freight claims for damage and shortage; locates required and matching paperwork and prepares goods for delivery; recommends changes in stock levels, materials stored or procedures followed which may result in cost savings; recommends changes in layout of storage area to facilitate access and utilize space most efficiently; stores items in such a way to prevent loss or damage; recommends modifications in inventory recording systems to increase efficiency and usefulness; informs Warehouse Person or in the absence of that person the Purchasing Manager of any vendor-related problems, such as delivery schedules, non-filled orders and condition of goods received; assists Warehouse Person, Purchasing Manager and Buyer with expediting back orders; keeps accurate files and data on surplus, receiving and inspection reports, incoming freight bills and receiving copies; using work orders, checks out meters, valves, pipe, etc. to Water and Sewer Department employees; responsible for identifying and tagging all items that qualify for the City's fixed asset inventory and inventory stock for Fleet Maintenance; computer knowledge and ability to operate city’s financial and tracking software including EDEN; and performs related work as required. Ability to be “sufficiently competent” to complete all tasks assigned in the absence of the General Craftsworker. EMPLOYMENT STANDARDS: Demonstrated proficiency in construction and grounds maintenance. Demonstrated proficiency in maps and plans. Demonstrated proficiency with small tools and safety demonstrations including forklift operation in the case of the warehouse. Washington State drivers license required. CDL license as required by each department within 6 months of employment, and a minimum of a CDL learner’s permit at date of hire. In the absence of a qualified General Craftsworker on the jobsite, a qualified M & C Craftsworker can operate the forklift without an upgrade. Must have or obtain within six months, flagging, first aid, and any other appropriate certifications as required by law, ordinances and department regulations. Water Distribution Manager I Certification (Water Division) and Wastewater Collection Specialist I Certification (Sewer Division) required to be obtained within 18 months. Must pass language and math skills test with a minimum competency score at level two in each area. PHYSICAL ACTIVITY REQUIREMENTS: To perform the essential functions of the job, incumbents must be able to perform the following: Maintenance & Construction Craftsworker - Page 3 Stooping, kneeling, crouching, reaching, standing, climbing, crawling, walking, pulling, lifting, fingering, grasping, seeing/observing. Heavy Work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
