EPA-SHRMC Collaboration Workshop 31 March 2004 Purpose for Meeting

EPA-SHRMC Collaboration Workshop 31 March 2004 Purpose for Meeting • Morning Sessions (Past & Present): – Brief history of SHRMC including organizational plan and physical layout – Give overview of current research as regards air quality (USFS), other applications (Mote) • Afternoon Sessions (Present & Future): – Current FCAMMS strategy for AQ – Approaches to collaboration with EPA through the BSR proposal The Southern High-Resolution Modeling Consortium – An Organizational and Physical Plan Gary L. Achtemeier USDA Forest Service Athens, GA About FCAMMS • FCAMMS – Fire Consortia for Advanced Modeling for Meteorology and Smoke • Established January 2001 with funding from the National Fire Plan • Consists of five centers geographically located to serve research and operational needs of the Forest Service and other agencies that need high spatial and high temporal meteorological data • Focus is on real time and predicted local conditions in support of fire suppression, prescribed fire decision making, and smoke related air quality issues FCAMMS are tasked with supplying Federal, State and private interests with wildfire, prescribed fire and smoke management products … What is SHRMC? • SHRMC will provide products based on 48 hr forecasts with MM5 for 13 Southern States on a 24/7 schedule. • SHRMC will connect agency and university scientists & students with clients who need realtime predictions of environmental conditions and solutions to related problems. • SHRMC will make available products developed by consortia in other parts of the country. Advantages of SHRMC • Models required to simulate high-resolution wind fields are complex • Information, skills, and costs needed to operate these models are greater than any single agency can afford. • Shared funding will reduce single party costs • Model solutions tailored to user need Conceptual structure for SHRMC Inner Ring Small group of scientists who run MM5 and ancillary models & make results available to others Larger group of scientists who take data from inner ring & combine with other information to produce products for agencies Middle Ring Outer Ring Agencies part of SHRMC who provide funding & problems for inner and middle rings. SHRMC Staffing • UGA Meteorology/Geography – Professor Thomas Mote • Graduate students • BSR/Rains server/SHRMC data manager – to be hired • USFS Forestry Sciences Lab – Gary L. Achtemeier – Director – Yongqiang Liu – Air Quality Scientist – Scott Goodrick – Air Quality Scientist • Ken Forbus – Systems Manager • Tim Giddens – Computer Hardware & Electronics SHRMC Corporate Structure Board of Directors • (1) Responsible for overall management of SHRMC. – Operation of all SHRMC computers, data downlinks, and communication hardware. – Maintenance of all SHRMC hardware systems and procurement of additional systems when needed. – Maintenance of all SHRMC software and acquisition and installation of upgrades when needed. – Setting research priorities for product development. – Insuring resources are available for product development and keeping research on schedule. – Conducting technology transfer from basic and applied research to produce products in a format satisfactory to the Advisory Board. – Other responsibilities as required for the successful operation of SHRMC. SHRMC Corporate Structure Board of Directors • (2) Responsible for the program of work resulting in product development as specified by the Advisory Board. – Coordination between different modeling centers; – Prioritize additional development/application needs identified through the Advisory Board – Review progress and provide feedback to the Advisory Board; – Facilitate and support eventual modeling/product training activities; – Identify and describe success stories which demonstrate the application of modeling center products in support of the FS mission; – Submit an annual program of work and progress reports. SHRMC Corporate Structure Board of Advisors • Represent potential end users; • Identify and recommend products to be developed; • Support SHRMC through funding and in-kind contributions; • Promote SHRMC at various functions; • Identify and involve potential field users of the final consortium products; • Provide feedback to the Governing Board regarding field user reaction to products and how SHRMC should respond to field user needs; SHRMC Corporate Structure Board of Advisors   Evaluate and monitor progress of projects based on objectives, time frames, and products as specified in the plan of work. • Participate in meetings, conference calls, and/or electronic mail to communicate discussion points, decision-making needs, and periodic process reviews. • Ensure that SHRMC represents national, regional, field, and interdisciplinary perspectives and needs. • Communicate to groups within their respective agencies (program managers, Regions, and field units) to disseminate information and to market products. SHRMC Corporate Structure Board of Advisors Membership Qualifications • Organizations funding SHRMC research and product development; • Organizations that have invested in SHRMC in the past and are continuing to use products; • Organizations that promote SHRMC to broaden its mission and increase its funding and research support (Clarification note organizations that are not directly involved in funding or product development); • Director of the Governing Board; • Senior scientists who are members of the Governing Board and who are directly involved in research to develop new products; • Other members of the Governing Board as the Director should designate.
