CLASSIFICATION SUMMARY Under general supervision, uses computerized records, daily crime reports, information from other criminal justice agencies and community resources to systematically develop pertinent information on crime patterns, criminals and trends. This is a single position classification. This is not part of a series. MISSION The primary mission of all employees is to provide the citizens of the City of Kennewick with the most efficient and effective service possible. Salaries are paid by the taxes, revenues, and users fees collected from the citizens of Kennewick. Each employee is expected to treat all people with the courtesy and respect due them at all times. ESSENTIAL DUTIES FREQUENCY BAND/GRADE 1. Utilizing computerized and other records, analyzes crime data for statistics, patterns and trends. Produces crime bulletin weekly and special bulletins as needed. Included is information on recent crimes and persons associated with them. Also includes information on the crime trends and needs of particular areas of the city. Creates monthly map showing certain crimes in Kennewick. Other special maps are produced based upon request or need due to trend activity. B2 Daily 20%
2. Maintains regular communication with management staff and personnel from patrol and investigations. This includes attending monthly supervisor meetings and presenting updates on current crimes, crime trends, and wanted persons in the Tri-Cities and in the city of Kennewick. As an information liaison with these groups, the Crime Analyst helps accomplish the following: patrol planning, development of investigative and intelligence leads, support of crime prevention, budgeting and administrative support. Develops work plans based on needs generated by current levels of activity and staff requests. B2 Daily 20%

3. Maintains regular communication with local police departments and Department of Corrections to monitor regional crime trends, develop intelligence leads and track down known offenders in our area. Responsible for attending the monthly Tri-City Detective meeting to share information on KPD activity and track activity reported by other attending jurisdictions. Responsible for coordinating the SMART Program (Supervision Management and Recidivist Tracking) with the Department of Corrections and the Kennewick Police Department. B2 Daily 20%
4. Monitor the patrol computers in the write-up area. Track requests for fixing or changing the computer software and hardware. Is the liaison between KPD and COK Information Systems Division on software and hardware needs for these computers. Assist officers with computer hardware and software problems. B2 Daily 20%
5. Utilizes a variety of computer software programs to track activity levels, prepare bulletins, graphics, crime maps and to evaluate and organize statistical data. B2 Daily 10%
6. Maintains contact with other Crime Analysts in the northwest to learn new ideas and bring training to our part of the country. Also, in regular contact with analysts on an international level through the Law Enforcement Analyst list. This is a resource for sharing information and searching for ideas on local criminal justice issues (e.g., research on vendors for new records system; research on developing procedures for using the digital cameras). MINIMUM QUALIFICATIONS Prior employment with a police department or familiarity with the functions of law enforcement agencies preferred. Prior supervisory experience preferred. Completion of college coursework in statistics, records management, and/or criminal justice preferred. Familiarization with a variety of software such as spreadsheets, data base software, and work processing preferred. Familiarity with personal computer networks, data management software and experience with design and management of police databases desirable. Two year college degree plus two or more years of previous law enforcement experience, or an equivalent combination of education, experience and/or training to provide sufficient evidence of the successful performance of the essential elements of the job such as those listed above. Ability to pass a Police Security Clearance an polygraph examination is required prior to hire. Must be able to work independently and practice good time management and organizational skills.
PHYSICAL REQUIREMENTS To perform the essential functions of the job, incumbents must be able to perform the following: Reaching, standing, walking, lifting, fingering, grasping, talking, hearing/listening, seeing/observing, repetitive motions. Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
