CLASSIFICATION SUMMARY Under direction, performs a variety of administrative and design activities involved in the planning and implementing of construction and maintenance projects for City parks, facilities, etc. This is a single position classification. It is not part of a series. MISSION The primary mission of all employees is to provide the citizens of the City of Kennewick with the most efficient and effective service possible. Salaries are paid by the taxes, revenues, and users fees collected from the citizens of Kennewick. Each employee is expected to treat all people with the courtesy and respect due them at all times.
ESSENTIAL DUTIES FREQUENCY BAND/GRADE 1. Performs physical inventories of City owned buildings to determine type of construction, age, condition, components and other information necessary for capital improvement programs and formulating maintenance budgets. Weekly 45% 2. Monitors progress of park and recreation construction projects to ensure conformance with contracts, specifications and schedules. Completes change order negotiations within project budget. Weekly 15% 3. Develops estimate of construction project progress payments, determines what quantity is to be paid. Weekly 10% 4. Provides technical design of parks, playgrounds, sprinkler systems, paths, roadways and buildings; prepares or reviews project specifications and assists in determining priorities and plans. Develops quantity estimates for bid items based upon plans. Weekly 15% B2 B2 C4 C4

5. Reviews plans and specifications prepared by consulting firms for capital improvement projects to ensure compliance with City standards. Daily 5% 6. Assists in the selection, negotiation and administration of consulting engineering contracts. Weekly 10% 7. Performs other duties of a similar nature or level. As Required C4 B2
MINIMUM QUALIFICATIONS Bachelor's degree in civil engineering, architecture or a closely related field and two or more years of civil engineering or architectural experience in design and construction inspection or an equivalent combination of education and experience to provide sufficient evidence of the successful performance of the essential elements of the job such as those listed above. Proficiency in manual and computer aided drafting is required. A valid State of Washington driver's license or evidence of equivalent mobility is also required.
PHYSICAL ACTIVITY/REQUIREMENTS To perform the essential functions of the job, incumbents must be able to perform the following: Climbing, stooping, kneeling, crouching, standing, walking, fingering, talking, hearing/listening, seeing/observing. Sedentary Work: Exerting up to a 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
