CLASSIFICATION SUMMARY Under general supervision, oversees the completion of construction projects within the City's public roadways, rights-of-way and easements. Incumbents are responsible for either field surveying, and/or contract and permit construction inspection. This is the second level of a two level series. It is distinguished from the Field Engineer I classification in that the Field Engineer II acts in a supervisory capacity and has a higher level of training, experience and responsibility. MISSION The primary mission of all employees is to provide the citizens of the City of Kennewick with the most efficient and effective service possible. Salaries are paid by the taxes, revenues, and users fees collected from the citizens of Kennewick. Each employee is expected to treat all people with the courtesy and respect due them at all times.

ESSENTIAL DUTIES FREQUENCY BAND/GRADE 1. Provides technical assistance and direction to lower level Field Engineers and Engineering Technicians on issues pertaining to surveying and interpretation of contract specifications, drawings and design. Daily 20% 2. In a supervisory capacity, schedules, organizes and implements the field engineering activities for construction within City roadways, rights-of-way and easements including prioritizing work, scheduling staff, coordinating and implementing control and construction surveys and/or redesigns that may change the scope and resulting cost of projects. Daily 20% 3. Responds to public complaints and requests for information relating to impacts of construction and negotiate the issues and/or refers to appropriate personnel. Daily 5% B3 B2 B3

necessary in completing approved project designs, performing surveying, and inspection activities. Daily 10% B3

5.Monitors project designs during construction, performs surveying and inspection activities as necessary to support the completion of construction projects to project specifications and City standards. Maintains records as required. Daily 35% 6. Acts as expert for the City in claims resolutions/litigation concerning the processes and operations involved in the field engineering activities. Daily 5% 7. Monitors traffic control at project site to ensure compliance with traffic codes and/or use of uniform traffic control devices. May stop work of project for failure to comply. Daily 5% 8. MINIMUM QUALIFICATIONS Associate's degree in civil engineering technology or a closely related field and five or more years of previous experience in construction inspection, surveying and/or utility locating or an equivalent combination of education and experience to provide sufficient evidence of successful performance of the essential elements of the job such as those listed above. A valid State of Washington driver's license is required.

PHYSICAL ACTIVITY/REQUIREMENTS To perform the essential functions of the job, incumbents must be able to perform the following: Climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing/listening, seeing/observing, repetitive motions. Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
