CLASSIFICATION SUMMARY Under general direction, provides daily coordination to the City accounting program including treasury, accounts payable, ambulance billing, miscellaneous receivables, fixed asset accounting, other daily reconciliations and supervising clerical staff in performing the required activities. This is a single position classification. It is not part of a series. MISSION The primary mission of all employees is to provide the citizens of the City of Kennewick with the most efficient and effective service possible. Salaries are paid by the taxes, revenues, and users fees collected from the citizens of Kennewick. Each employee is expected to treat all people with the courtesy and respect due them at all times.

ESSENTIAL DUTIES FREQUENCY BAND/GRADE 1. Supervises the performance of clerical staff. Supervision includes training, work assignment and review, performance appraisal, employee evaluation and making hiring, termination and pay rate change recommendations. Daily 25% C4 2. Coordinates the treasury and cash management program and the City's investment portfolio by obtaining field quotes for long-term investing and making recommendations to Investment Committee, monitoring account status and making investment decisions on daily cash management. Daily 20% C4 3. Coordinates all aspects of the City's financial operating functions to ensure governmental accounting concepts are being correctly applied. Make recommendations to departments based on analyzed data. Prepares various financial statements, reports and reconciliations. Daily 30% C4 4. Prepare reports, presentations and conducts various financial analysis.

5. Evaluates accounting system requirements and make recommendations regarding system needs, improvements and enhancements. Provides oversight and monitors internal controls to assure they are appropriate in all aspects of the daily operations. Make recommendations regarding improvements to the internal control environment. Daily 10% C4 6. Maintains journals, ledgers and other complex financial records and establishes the total financial status of various funds and reconciles discrepancies. Daily 10% 7. Performs other duties of a similar nature or level. As Required B3

MINIMUM QUALIFICATIONS Bachelor's degree in accounting, finance, business or a related field plus three or more years of progressively responsible accounting experience involving the preparation of financial statements and reports and the interpretation and application of Generally Accepted Accounting Principles.

PHYSICAL ACTIVITY/REQUIREMENTS To perform the essential functions of the job, incumbents must be able to perform the following: Reaching, fingering, grasping, talking, hearing/listening, seeing/observing, repetitive motions. Sedentary Work: Exerting up to a 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
