CLASSIFICATION SUMMARY Under administrative direction of an Executive Director, provides managerial oversight to an entire division within a department. Incumbents are responsible for planning and directing the operations and resources of a division. MISSION The primary mission of all employees is to provide the citizens of the City of Kennewick with the most efficient and effective service possible. Salaries are paid by the taxes, revenues, and users fees collected from the citizens of Kennewick. Each employee is expected to treat all people with the courtesy and respect due them at all times.

ESSENTIAL DUTIES FREQUENCY BAND/GRADE 1. Supervises employees to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; and making hiring, termination and disciplinary recommendations. Daily 20% D7 2. Develops, implements, and evaluates division policies, procedures, strategies, work standards and goals; maintains, updates, and ensures procedural compliance for mandated programs. Daily 30% D6 3. Reviews and/or prepares staff reports, letters, memos, and/or other related correspondence. Daily 10% C4 4. Researches, analyzes, and makes recommendations for cost effective improvements in the budget or division operations; designs, administers, and evaluates division programs and services. Daily 10% D6 5. Provides advice in area of expertise to City officials, City Council, and senior management teams; serves on a variety of advisory bodies representing the City

Facilitates, leads, and/or participates in meetings and committees; represents the division and City at meetings and conferences; serves as a liaison between divisions, external organizations, the general public, and other agencies. Weekly 10% D6 7. Directs the efforts of contractors and consultants through various phases of special projects for the City. Weekly 5% D6 8. Directs and participates in the preparation of division budgets, financial reports, and operational and capital improvement budgets; monitors revenues and expenditures. Weekly 5% D6 9. Performs related duties as assigned. As Required

MINIMUM QUALIFICATIONS Any combination equivalent to: Bachelor’s degree in a related field and four years of management level experience in the area of assignment. PHYSICAL ACTIVITY/REQUIREMENTS To perform the essential functions of the job, incumbents must be able to perform the following: Talking, hearing/listening, feeling/observing. Sedentary Work: Exerting up to a 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met. Position may also require travel to a variety of meeting locations.
