CITY OF COLVILLE JOB DESCRIPTION ENGINEERING DEPARTMENT TITLE: CITY ENGINEER REPORTS TO: PUBLIC WORKS DIRECTOR EXEMPT
FLSA STATUS: GENERAL DESCRIPTION:
Manages the activities of the engineering department; oversees project funding, design, and construction management of City engineering projects, services, and programs. SUPERVISES: Does not supervise City personnel, but oversees the work of professional consultants and construction contractors. ESSENTIAL FUNCTIONS: ♦ 25%…Serves as the contract manager on City public works contracts. Supervises temporary inspection personnel for contract compliance. Coordinates with the Public Works Assistant in grant/loan administration, reimbursements and contract administration. ♦ 20%…Oversees and reviews professional consultant’s work in preparing City public works contract documents to meet local, state, and federal requirements. ♦ 13%…Complies reports on projects and programs and makes presentations to the City Council, boards, and commissions. Prepares applications for grant and loan programs for public works projects. Oversees and maintains the City’s Geographical Information System (G.I.S.) and the Pavement Management System (P.M.S.). Processes and approves right-of-way use permits, and coordinates rightof-way activity with contractors and utility companies. Coordinates right-of-way acquisition activities and participates in owner negotiations. ♦ 12%…Evaluates City’s infrastructure needs and develops short/long range plans with cost estimates for the Capital Facilities Plan. Provides professional, technical, engineering information to City Council, Mayor, commissions, boards, and staff. Communicates with citizens and civic groups on public works issues and activities. Assists department heads with preparation of budgets for capital improvements.

♦ 10%…Performs construction inspection for streets, curbs, gutters, sidewalks, water systems, sanitary sewers, storm sewers on public and private improvements. Enforces the City’s design and construction standards on private and public projects. Reviews and approves private development plans and specifications for conformance with City codes and standards. ♦ 10%…Designs and prepares contract documents and bid specifications and engineering estimates for minor construction projects. ♦ 10%…Member of the Technical Review Committee. EDUCATION/EXPERIENCE: Bachelor’s degree in engineering with major course work in civil engineering and land surveying, and a minimum of five (5) years of progressively responsible engineering experience required. MUST BE EXPERIENCED IN: ♦ Analyzing complex problems and developing and implementing sound solutions. ♦ Performing research and writing clear, concise reports and communicating complex technical information to lay people. ♦ Interpreting engineering, architectural, and landscaping plans and designs. ♦ Preparing contract documents including plans, specifications, and engineer’s estimates. ♦ Preparing right-of-way documents and negotiation of right-a-way acquisition. ♦ Applying computer solutions to public works projects. MUST BE ABLE TO: ♦ Read and interpret maps, property descriptions, charts, graphs, and statistical data. ♦ Use a variety of computer software applications, including Auto-Cadd, word processing, database, spreadsheet, and specialized applications. ♦ Maintain effective working relationships with co-workers, contractors, local, county, state, and federal agencies, and the general public. ♦ Communicate effectively, both orally and in writing.

REQUIRES A KNOWLEDGE OF: ♦ Principals and practices of civil engineering, including traffic engineering; street maintenance and design; storm water hydrology, hydraulics, and detention engineering, public water system engineering and sanitary sewage system engineering with a basic knowledge of water and sewage treatment. ♦ Federal, state, and local laws relating to civil engineering, public works and contract laws, and environmental protection. ♦ Principals and practices of land surveying as they relate to right-of-way activities, data acquisition for design, and construction staking. CERTIFICATIONS/LICENSES: Washington State Drivers License Washington State Professional Engineers License WORK ENVIRONMENT: Duties are performed indoors and outdoors, under a variety of weather conditions, both individually and as part of a work team. Indoor work environment is generally quiet. While performing the duties of this job, the employee is regularly required to walk; use hands and fingers to handle or feel objects, tools, or controls; and reach with hands and arms. The employee may occasionally be required to stoop, kneel, crouch, or crawl and talk and be able to hear. The employee is occasionally required to climb or balance, twist, or lift. The employee must frequently lift and/or move up to twenty-five (25) pounds and occasionally lift and/or move up to one hundred (100) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. During inspections and investigations, the employee may occasionally be exposed to hazardous sewer gases and unseen hazards such as blood borne pathogens in sewer lines, and is required to observe and undertake proper safety precautions. During construction inspections, the employee may be exposed to airborne particles, moving equipment, and moderate to occasional loud noises. This position is subject to stressful situations and demands meeting project deadlines or responding to emergencies. Attendance at night meetings may be required. May require working more than forty (40) hours per week. -3-
