Comprehensive Approach to Combating Underage Drinking—Community Trials Initiative This program provides funding to establish or enhance comprehensive community projects that deal with underage drinking. It is a federal program that the State competed for and won nationally along with 4 other states. The difference between this and the Comprehensive Approach is that this initiative involves a longer time period and a research focus, community trials—systematic experiments evaluating the effect of interventions applied at the community level. Fourteen communities of 25,000 or more in population joined with the Office of Policy and Management in applying for funding. These communities are: Branford, Bridgeport, East Hartford, East Haven, Hamden, Middletown, New Britain, New Haven, New London, Shelton, Southington, Torrington, Trumbull, and Westport. The research design involves funding seven communities as intervention sites and seven as a comparison group. The federal Office of Juvenile Justice and Delinquency Prevention’s research consultant will make the decision on which communities will be funded. This initiative will begin sometime in 2004.
