Article 1 (Appellation)
The official appellation of this conference is National Conference for Measures
against Credit card & Consumer finance Trouble (Zenkoku Credit-Sarakin Mondai
Taisaku Kyogikai). The abbreviated name in Japanese is Zenkoku Kure-Sara Taikyo.
Article 2 (Purpose)
The purposes of this conference are as follows;
1) Prevention and bailout of sufferings from trouble caused by credit cards, consumer
finances, commerce and industry loans, loan sharks and so forth as well as
investigation and research of welfare benefits and low-interest loan systems.
2) Realization of appropriate legal control regarding various issues arising from the

Article 3 (Movement strategy)
This conference conducts the following matters;
1) Holding symposiums, workshops, and assemblies regarding various issues about
credit cards, consumer finance, commerce and industry loans, loan sharks, welfare
benefits, and low-interest loan systems.
2) Drawing-up and distribution of brochures, written reports and so forth regarding
various issues arising from the item 1).
3) Other specific campaigns against legislation and public administration conducted in
a timely manner according to need.
Article 4 (Constituent members)
This conference consists of the following constituent members.
1) Individual members consisting of students, lawyers, judicial scriveners and other
individuals who associate themselves with the purposes of this conference.
2) Collective members consisting of National Liaison Council for the Victims of Credit
card & Consumer finance Trouble, Victims’ Association (Higaisha no kai), and other
organizations which associate themselves with the purposes of this conference.
However, admission of the following individuals or business organizations to this
conference shall not be permitted;
Credit card dealers, consumer finance traders, commerce and industry loan traders,
“Seiriya”(pernicious moneylenders who make unfair profit by exploiting heavy-debtors’
vulnerability), “Hi-ben Teikei Bengoshi” and “Hi-ben Teikei Shihoushoshi”(lawyers and
judicial scriveners who plot together with pernicious moneylenders and conduct
activities unbecoming in lawyers and judicial scriveners such as name-lending and
Article 5 (Membership)
In the event of obtaining membership, an applicant requires recommendation by two
(2) official members of this conference along with notification of affiliation and
payment of membership fee. After meeting these requirements, he or she shall be given
official membership through acknowledgment by the secretariat conference.
In the event of application for collective members, they shall attach the agreement of
Article 6 (Board members)
This conference shall have one (1) chairman emeritus, one (1) representative organizer,
one (1) director-general, several vice representative organizers, several permanent
organizers, and several organizers. This conference shall also have several regional
organizers and one (1) accounting auditor in each prefecture.
Article 7 (Term of office)
Board members are elected in the general assembly meeting. The term of office for
the board members shall be one (1) year and reappointment shall not be prohibited.
Article 8 (Decision-making)
1) Secretariat conference shall consist of representative organizer, secretary-general,
vice representative organizer, and permanent organizer and they shall be summoned
for meeting as needed by the representative organizer.
2) This conference shall hold organizers’ meeting four (4) times a year where they
exchange information and pass resolutions on the management of this conference as
well as on campaigns which are deemed to be necessary to conduct.
Organizers’ meeting shall consist of representative organizer, vice representative
organizer, secretary-general, and organizer. However, any official member can join
this organizers’ meeting and be free to make remarks.
3) Regular general assembly meeting shall be held once a year by representative
organizer at the beginning of each new year. General assembly meeting shall
conduct decision-making in selecting and appointing board members,
acknowledgment of closing account, alteration of the purposes, and dissolution of
this conference by a majority vote of the members
4) This conference shall have ad hoc committee or subordinate organization according to
need by the resolution of organizers’ conference.
Article 9 (Duties of secretary-general and assistant secretary-general)
Secretary-general and permanent organizer are in charge of compiling nationwide list of
names of members, liaison with the members, information exchange, and accounting.
Auditor shall conduct accounting audit and give a presentation at the general assembly.
Article 10 (Withdrawal from the membership)
Members can resign from this conference any time it is convenient.
Article 11 (Expulsion)
Organizers’ conference can admonish withdrawal or remove his/her name from the list
against the member(s) who acted counter to the purport and purpose of this conference.
Article 12 (Accounting)
The accounting of this conference shall be appropriated by the following annual member-
ship fee paid by the members, spontaneous donation, and proceeds from sale of various
published matters issued by this conference.
1) Individual members
Over ten thousand (10,000) yen per unit for lawyers, judicial scriveners
Over five thousand (5,000) yen per unit for other members
2) Collective members
Over five thousand (5,000) yen per unit
Article 13 (Secretariat)
The secretariat of this conference is located in Kimura-Urakawa-Katayama Law Firm on
the 6th floor of Nihon Bunka Kaikan, 2-chome 1-23, Kitahama, Chuo-ku, Osaka City.
Article 14 (Protection of personal information)
With the objective of protecting personal information, this conference shall not show
members list and the list of the board members to the public.
Article 15 (Additional Clause)
This agreement shall take effect through acknowledgment in the new year general
assembly in 2007.

National Conference for Measures against Credit card & Consumer finance Trouble (Abbrev.
“Kure-Sara Taikyo”) is a consumer movement organization which has grappled with
prevention and bailout of multiple debts sufferings caused by consumer finances (Sarakin),
credit cards, commerce and industry loans, shark loans and so forth whose number is said to
be over two million all over Japan.
Kure-Sara Taikyo was formed in October, 1978 by academians, lawyers, judicial scriveners,
Credit card & Consumer finance Victims’ Association (Kure-Sara Higaisha no Kai), and
labor bodies all over Japan with official name of “National Conference for Measures against
Consumer finance Trouble”. Since then we have grappled with bailout of those victimized by
consumer finance as well as lawmaking movement for Consumer finance Control Law in
collaboration with Japan Federation of Bar Associations and other bodies and successfully
enacted Moneylending Control Law in April, 1983.
In April 1985, we changed the title of our organization to Kure-Sara Taikyo (National
Conference for Measures against Credit card & Consumer finance Trouble) which is
currently used in order to grapple with excess credit issue of credit cards. Subsequently we
campaigns which have been deemed necessary against public administration, the Diet,
concerned bodies for the purpose of prevention and bailout of multiple debtors of credit cards
and consumer finances as well as sufferings of commerce and industry loans and shark loans.
Besides these, we have vigorously developed such activities as information exchange,
research in practical business affairs, and law revision campaigns under our nationwide
Today Kure-Sara Taikyo plays a vital social role as the nationwide organization grappling
with multiple debts issues in collaboration with National Liaison Council of Credit card &
Consumer finance Victims (Abbrev. “Hirenkyo” in Japanese) formed in September 1981,
which is a nationwide organization of Higaisha no Kai (Victims’ Association), an association
of those victimized by credit card and consumer finance trouble.
In December 2006, we successfully enacted Moneylending Law with the contents of dragging
down high interest rate, restriction of excess lending, and strict business control against
money lenders. Thus we have been grappling with all our might with further bailout of
