CITY OF BOTHELL SENIOR MANAGEMENT ANALYST FLSA Status: Exempt CLASS SUMMARY Under administrative direction from the City Manager initiates, plans, coordinates and implements responsible and complex administrative, systems, operations, statistical and other management analyses services and activities. Assists the City Manager in the handling of complex, multi-dimensional management issues requiring a high level of originality and independent judgment. Directs and oversees all activities and operations of the City Clerk and the City's Public Information office. Conducts and/or oversees studies on operational, administrative and legislative issues. Advises management on management and administrative issues and provides highly complex and responsible assistance to the City Manager. ESSENTIAL FUNCTIONS – Essential duties and responsibilities may include, but are not limited to, the following. Oversees, directs and manages assigned executive department City operations and activities including the offices of the City Clerk and Public Information; approves work plans and evaluates results ensuring department and division policies and operations reflect the City Council and City Manager's direction; coordinates activities with other City functions and identifies, researches and resolves problems. Assists the City Manager with interdepartmental and intergovernmental programs; provides technical and administrative assistance to departments and other appropriate agencies; may direct interdepartmental teams on complex projects; coordinates and provides leadership on matters having interdepartmental application, and interprets and/or develops recommendations regarding appropriate City policies and rules. Assists the City Manager with preparation of the annual budget/capital improvement program; provides responsible budget preparation, analysis and monitoring support; makes recommendations for action and assists in policy and procedure development, analysis and implementation; assists in developing, analyzing and monitoring department/division budgets. Plans for and organizes complex operational, administrative or management studies or projects; conducts or oversees special policy analyses to meet specific City, department or sound administrative practices; identifies problems, determines analytical techniques and informational gathering processes and obtains required information for analysis. Collects statistical information and keeps pertinent data up-to-date regarding program performance measures, operating and budget transfers, revenues, and expenses; analyzes alternatives and makes recommendations regarding such areas as performance measures, staffing, productivity, policy or procedure modification, etc.; discusses findings with City Manager and prepares reports of study conclusions and recommendations. Organizes and manages various community outreach and citizen participation programs. Evaluates various City programs and develops and recommends new City regulations as necessary; analyzes current and historical administrative trends, coordinating activities with the City Manager and departments/divisions; periodically reviews existing City regulations and recommends revisions or deletions as appropriate. PHYSICAL DEMANDS AND WORK ENVIRONMENT Work is primarily performed in an indoor office setting with extended periods at a computer. Physical effort is needed to lift and carry office materials and displays. Mobility is needed to attend various meetings and basic communication skills are necessary for frequent telephone usage and oral presentations. May be required to work beyond normal working hours and on weekends. MINIMUM QUALIFICATIONS Education, Training and Experience Guidelines Bachelor's degree in public administration, business administration or related field and considerable increasingly responsible analytical and administrative experience preferably within a local government environment including supervisory experience or an equivalent combination of education, training and/or experience that provides the following knowledge, skills and abilities: Knowledge of: • • • • • • • • • • • • • • • Policies, functions and responsibilities of the City Municipal government operations Economic, political, social, and psychological factors related to governing the City Applicable federal, state and local laws, codes and regulations Principles and practices of public administration and business management Principles, practices and techniques of management and organizational analyses Systems and procedures research analyses techniques Business writing and report preparation techniques Municipal budget preparation and administration, accounting and/or auditing Theories, techniques, and methodologies related to administration, organization and policy analysis of a complex organization Correct English usage, spelling, grammar, and punctuation Project management practices and techniques Collaborative problem-solving methods Current office practices, procedures and computer equipment Applicable software, and data processing and presentation applications Ability to: • • • • Conceive, plan and conduct management/problem analysis studies and surveys; identify and recommend alternative solutions; project consequences of proposed actions and implement recommendations in support of goals Identify and respond to community and City Council issues, concerns and needs Provide leadership in assigned areas of responsibility Interpret, apply and explain City policies, procedures, laws and regulations relating to assigned activities Senior Management Analyst – June 2002 2/3 CITY OF BOTHELL • • • • • • • • • • • • • • • • • • Analyze problems, recommend solutions and make difficult decisions Think creatively and integrate abstract concepts Research, analyze and evaluate new service delivery methods and techniques Develop methods and techniques for solving varied and complex management problems Prepare clear and concise administrative and financial reports Establish clear performance expectations and evaluate based upon results Manage and coordinate the work of supervisory, technical and support personnel Select, supervise, train and evaluate staff Motivate others and stimulate team and group processes Share decision-making; encourage risk-taking Effectively assist in the coordination, integration and monitoring of planned organizational change Accept responsibility and be held accountable Coordinate multiple activities simultaneously; adapt to change and remain flexible Communicate effectively, clearly and concisely, both orally and in writing regarding complex and highly visible issues Interact professionally with various levels of elected and administrative officials, special interest groups, general public and City employees Maintain confidentiality and use good judgment Establish and maintain effective working relationships with those contacted in the course of work Utilize applicable software and data processing applications LICENSE OR CERTIFICATE REQUIREMENTS • Valid Washington State driver's license Class specifications are intended to present an illustrative description of the range of duties, the scope of responsibility and the required level of knowledge, skills and abilities necessary to describe the primary functions of the job.
