CLASSIFICATION SUMMARY Under general administrative direction, provides managerial oversight to the activities of a division within the Police Department. Incumbents are responsible for organizing and implementing law enforcement programs to ensure the safety of City residents, business owners and visitors which comply with federal, state and local laws and City and Department policies, goals and objectives. This is a single level classification. It is distinguished from the lower level, (lieutenant) classification in its broader scope of responsibility for staff and program and procedure development. MISSION The primary mission of all employees is to provide the citizens of the City of Kennewick with the most efficient and effective service possible. Salaries are paid by the taxes, revenues, and users fees collected from the citizens of Kennewick. Each employee is expected to treat all people with the courtesy and respect due them at all times.
ESSENTIAL DUTIES FREQUENCY BAND/GRADE 1. Develops and recommends goals and objectives for the Division to ensure compliance with City Council policy directives, overall departmental goals and objectives and any applicable local, state or federal laws, rules and regulations. Develops, recommends and implements operating policies, procedures and programs within the Division in order to accomplish departmental goals and objectives. For example, implementing foot patrols or placing detectives in schools to build relations between police and community. Daily 30% 2. Supervises the performance of sergeants and detectives. Supervision includes training, work assignments and review, performance evaluation, and making hiring and termination recommendations. Daily 15% 3. Coordinates coverage of special events and emergency situations to ensure public's health and safety. Monthly 10% C4 D6 D6

4. Develops, recommends and implements budget including staffing, training, and equipment items. Monitors expenditures to ensure compliance within budgetary guidelines. Weekly 5% 5. Reviews reports prepared by staff to ensure completeness and compliance with Department standards and established procedures. Weekly 10% 6. Attends staff meetings to discuss relevant issues and provide information and direction. Weekly 5% 7. Directs the investigation or response to major crimes/incidents to ensure best course of action is followed. Daily 20% 8. Investigates and/or oversees the investigation of complaints against department employees. Recommends appropriate action including disciplinary action and termination. Monthly 5% 9. MINIMUM QUALIFICATIONS Associate's degree in criminal justice and seven or more years of progressively responsible law enforcement experience as a licensed peace officer or an equivalent combination of education and experience to provide sufficient evidence of the successful performance of the essential elements of the job such as those listed above. A valid State of Washington driver's license and Washington State Basic Academy certification are also required.
