									CITY OF BURIEN, WASHINGTON POSITION DESCRIPTION Public Facilities and Services Maintenance Engineer

NATURE OF WORK: Under the direction of the Public Facilities and Services Director, manages the implementation of maintenance, repair, rehabilitation and construction of bridges, buildings, guardrails, fences, rockeries, riprap, retaining walls, drainage retention and detention systems, ditches, grades, shoulders, streets, road surfaces, traffic signals, signal controllers, traffic signs and pavement markings. The Maintenance Engineer is responsible for scheduling, assigning, directing, coordinating and evaluating the activities of vendors; performs cost analyses and prepares budgets; determines manpower, material and equipment needs for projects and resolves citizen complaints. Work is performed with considerable independence and requires sound judgment and decision-making skills. ESSENTIAL RESPONSIBILITIES: Manages outside contracts and vendors for the maintenance, repair, rehabilitation and construction of streets, surface water and drainage systems, traffic control systems, public facilities and their appurtenances. Recommends the priority of work to be performed by vendors, the allocation of budget resources, and the scope of the work to be performed via vendor contracts. Prepares and maintains required records and reports. Manages vendor contracts, schedules contracted time tables; establishes vendor work priorities within contracts, and participates in developing and implementing modifications and revisions to existing and new vendor contracts. Monitors road, pavement, bridge, surface water retention/detention, traffic signal, sign, pavement marking and public facilities inventories to assure that they are properly maintained. Participates in the development of asphalt resurfacing priorities. Prepares and reviews job estimates, cost analyses, and contract performance summaries. Works with the Director to propose changes in the annual work program. Identifies system maintenance needs and critical maintenance areas. Estimates materials, time, and costs in construction, maintenance, rehabilitation and repair of damaged streets, road pavement, traffic signals, controllers, signs, pavement markings, detention ponds, retention systems, road drainage systems and related areas for the annual budget. Provides technical support and direction in the development of preventive maintenance programs and rehabilitation projects; researches and evaluates new technology related to maintenance operations and procedures.

Performs fieldwork to inspect, monitor, survey, or verify information for maintenance, repair, rehabilitation and construction of engineering-related projects and facilities. Reviews and makes recommendations for applications for right-of-way use permits, makes final decision on resolution of citizen complaints as necessary, and keeps Director informed of issues and concerns. Provides technical engineering services to the public/developers with respect to design and construction engineering and review of developer-required improvements on water, sewer, streets, and storm drainage systems to assure compliance with applicable codes, regulations, and policies. Reviews development applications including plans, calculations, reports and studies for conformance with the City’s street and utility standards. Meets with developers and private citizens to answer questions concerning the Engineering Division’s development requirements. Responds both orally and in writing to developers regarding the design and construction of development projects. Approves and signs engineering designs, bid specifications, contracts and other documents requiring Professional Engineer’s approval. Coordinates project review with the Department of Community Development, including securities and agreements. Performs field inspections when required. Coordinates and cooperates with other agencies, departments, and private utilities involved in or affected by city public facilities and services projects. Plans, organizes, and directs the work of reporting subordinates. May be assigned as acting Director of Public Facilities, in the Director’s absence, for short time periods.

Performs other related duties of a comparable level/type as assigned. Knowledge of engineering principles and practices as applied to municipal infrastructure planning, design, construction, maintenance, and operations. Knowledge of state and federal laws and procedures, and requirements related to municipal engineering. Knowledge of local government development review procedures and processes. Familiarity with municipal wastewater treatment and sanitary sewer collection systems. Familiarity with surface water and drainage collection retention, detention, and disposal systems. Familiarity with domestic water treatment, pumping, storage, and distribution systems. Knowledge in the field of traffic engineering. Demonstrated competency in construction management through previous related experience. Demonstrated competency in reviewing and conditioning private development proposals. Knowledge of the standards and practices of the construction industry, and the equipment, materials, methods, procedures and techniques as commonly used in the maintenance, repair, rehabilitation and construction of streets, drainage, and traffic signals. Knowledge of legal contract requirements, and the ability to negotiate contracts in the best interests of the City of Burien. Knowledge of the construction industry’s standard contractual terms, and the definitions of performance used to define maintenance, repair, rehabilitation and construction activities in vendor contracts. Knowledge of modern techniques and standards of storm drainage installation, street construction, traffic control system installation and maintenance and building maintenance. Knowledge of federal and state safety, environmental and operational codes, laws and regulations governing the performance of maintenance functions in streets and on public rights of way. Ability to communicate complex ideas both orally and in writing; effectively plan, develop, and maintain complex detailed administrative procedures and programs;

Ability to establish and maintain effective working relationships with public officials, City staff, community groups, and the general public. Ability to greet the public, co-workers, and elected officials in a friendly, courteous and tactful manner and clearly convey a sincere willingness to be of service and/or be open to resolving the situation at hand. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Familiarity with the WSDOT/APWA Standards and their application. Registration as a licensed, professional engineer in the state of Washington or ability to obtain registration within six (6) months of employment.

EDUCATION AND/OR EXPERIENCE: BS degree in civil engineering or related field required. Four years of responsible engineering experience for a municipality or county involving a wide variety of duties desirable, including experience in reviewing private development plans and permits, or an equivalent record or previous experience and education sufficient to demonstrate thorough competency. Experience in the design and construction of public works projects (streets, water, wastewater, storm drainage) highly desirable. Hold a valid state of Washington Driver’s License or be able to obtain within three months of employment. PHYSICAL DEMANDS AND WORKING CONDITIONS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. . Work is performed in both office and field environments and requires travel to a variety of locations to perform work. Employee may be exposed to noise from basic office equipment operation, all weather conditions, and to conditions and hazards from obstacles, heights and open trenches associated with construction sites. May also be exposed to potentially hazardous materials and equipment, fumes or vapors. Walking over rough terrain and some climbing may be required.

Ability to communicate effectively orally and in writing, and to prepare reports and correspondence. Ability to operate computer equipment and appropriate software programs to produce reports and analyses. Ability to meet and deal with other employees, the general public, appointed and elected officials and other public and private agencies in a courteous and tactful manner, and to establish effective working relationships.

Ability to be on call 24 hours a day, seven days a week for response to after-hour calls or events such as floods or snow storms.

MINIMUM QUALIFICATIONS: Bachelors Degree in civil engineering, or a closely related field, and five years progressively responsible experience of a supervisory nature in public facilities and services, design, construction, operations and maintenance, OR a combination of education, training and experience which provides an equivalent background required to perform the work of the position. Certificate as an Engineer in Training (EIT) required, Professional Engineering registration is preferred.

Valid Washington State driver’s license or evidence of equivalent mobility.
