CITY OF BOTHELL HUMAN RESOURCES TECHNICIAN - PAYROLL FLSA status: NE CLASS SUMMARY Provides a wide variety of complex technical accounting, human resources and administrative support work including preparing semi-monthly payroll, processing Labor and Industry claims and reports, answering questions regarding personnel programs, policies, union agreements and procedures, dissemination of Fair Labor Standard information and to perform a variety of functions relative to assigned area of responsibility. Work is performed under general supervision from the Human Resources Manager ESSENTIAL FUNCTION STATEMENTS--Essential duties and responsibilities may include, but are not limited to, the following: Prepares semi-monthly citywide payroll; gathers and verifies completeness and accuracy of timesheets; coordinates correction of errors with department contacts; enters data into payroll system; verifies salary rates, leave accrual rates, benefit plan codes, FLSA status, position control and other information according to personnel policies and/or union contracts; generates, verifies and balances check register, routine and special reports; calculates retroactive pay and premium adjustments; audits data; creates new position control numbers; sets up direct deposits; updates system with variety of employee and personnel action changes; enters and verifies approved new rates. Prepares and submits semi-monthly federal tax deposits, direct deposits, union dues and other deductions to various agencies; prepares and submits semi-monthly benefit payments for various insurances, pension and other plans; sets up and maintains flexible spending accounts; generates, updates, verifies and submits semi-monthly, quarterly and/or annual payroll tax, W-9, 1099, W-2, unemployment, benefit and other regular and special reports. Maintains payroll subsystem; analyzes, tests and troubleshoots subsystem problems and implements upgrades and fixes. Performs internal control audits and procedures within the Administrative Services Department; studies, analyzes and documents internal control and written training procedures for the departments. Assists with citywide budgeting and labor relations by preparing salary projections and other data. Maintains records for employee travel advances; receives, verifies and/or audits for completeness and accuracy requests for advances; prepares reimbursement checks. Perform a variety of clerical functions, including preparing correspondence, reports, mailing lists, records and files; maintain confidential payroll files. Answers questions and provides information regarding personnel policies and procedures, employee records, health insurance, Fair Labor Standards Act, COBRA, disability, workers compensation, deferred compensation, flexible spending accounts, and other benefit programs; assists in resolving problems or complaints. Provides information and general assistance to City staff and the public regarding human resources and payroll policies, procedures and processes and union agreements. CITY OF BOTHELL Human Resources Technician - Payroll (Continued) Utilize various computer applications and software packages; enter data and maintain and generate reports; create documents using spreadsheet, word processing and desktop publishing software. Perform related duties and responsibilities as required. WORKING CONDITIONS Work is primarily performed in an indoor setting with extended periods at a computer. Physical effort is needed to lift and carry office materials and supplies. . MINIMUM QUALIFICATIONS Education, Training and Experience Guidelines An Associates degree with major course work in accounting, finance, bookkeeping, business admin, or a related field and experience in payroll, human resources, bookkeeping or a related field or an equivalent combination of education, training and/or experience that provides the following knowledge skills and abilities: Knowledge of: • General accounting and bookkeeping practices. • Principles and procedures of financial record keeping and reporting. • Governmental payroll practices and methods. • Labor agreements. • Pertinent federal, state and local laws, codes and ordinances, including Fair Labor Standards Act, COBRA, Family and Medical Leave Act, etc. • Basic mathematical principles. • Principles of business letter writing and basic report preparation. • English usage, spelling, grammar and punctuation. • Record keeping methods and procedures. • Modern office procedures, methods and computer equipment. Ability to: • • • • • • • • • • • Maintain complex files, logs and records and prepare a variety of fiscal reports.. Create accurate spreadsheets and reports. Operate computer and printer, typewriter and copier. Operate 10 key adding machine by touch. Interpret, apply and explain City, state and federal laws, rules, regulations, policies and procedures. Prioritize work load to meet deadlines. Produce clear and concise reports. Type at a speed necessary for successful job performance. Maintain confidentiality and sensitivity in handling employee issues. Establish and maintain effective working relationships with those contacted in the course of work. Communicate clearly and concisely, both orally and in writing.
