14284 CITY OF ISSAQUAH CLASSIFICATION DESCRIPTION HUMAN RESOURCES ANALYST SUMMARY: A position in this class assists the Human Resources Manager in carrying out the responsibilities of the Human Resources Office. As such, the position requires comprehensive knowledge of the human resources function, procedures, and purpose. Work involves planning, organizing and initiating tasks under limited direction. Positions work under the stress of continual public and inter-departmental contact and interruptions and the pressure to meet strict deadlines. Employees may perform mathematical calculations involving percentages, decimals and basic statistical analysis. Work requires considerable judgment and human relations skills as a routine part of the job. The position also serves to provide technical supervision and staff support for personnel processes requiring comprehensive knowledge of personnel laws and procedures including recruitment and selection processes, providing information and interpretations on job classification and wage plans, and compliance with employment regulations and guidelines as dictated by federal, state and municipal law. SCOPE: Reports to: Human Resources Manager Independently administers assigned programs involving recurring and varied work in accordance with established policies, procedures and legal requirements under general direction from the supervisor. Exercises independent judgment and decision-making in the interpretation and application of personnel regulations to non-routine or unusual situations. WORK ENVIRONMENT: Work is performed in an office setting requiring sitting for long periods and using a personal computer. ESSENTIAL FUNCTIONS: • Administers and monitors the recruitment and selection process to assure timely and thorough completion; composes and disseminates advertisements and promotional material on vacant positions; may screen employment applications against established criteria to identify qualified applicants; implements processes for necessary testing and interviews, monitors and participates in interview process, conducts confidential background reference checks, and negotiates starting salaries as authorized; writes job bulletins to disseminate accurate information to applicants about job functions and requirements, salary steps and ranges, benefits, application deadline, skills testing, hiring procedures/time line and ADA requirements. • Serves as Secretary/Chief Examiner for the Civil Service system; assures proper procedures for recruitment, testing and maintenance of eligibility rosters for covered public safety positions; interprets Civil Service rules for public safety staff and job candidates; serves as chief proctor by conducting written, physical agility and oral examinations to ensure fairness and compliance with Civil Service guidelines; maintains rules; attends and prepares minutes for Civil Service Commission meetings; provides staff assistance to Commission as needed; consults with City Attorney's office as needed. • Provides orientation, training and background materials for new employees; conducts employee orientation, provides overview of benefit package; redesigns materials and makes recommendations to revise orientation packet and program. Prepares letters of hire, processes new employee paperwork within established time lines and maintains accurate personnel records to assure compliance with mandated regulations and administrative procedures. Maintains performance evaluation monitoring system; monitors accuracy of salary increase recommendations. Maintains employee database and employee rosters; prepares periodic and special reports as needed; implements and maintains human resources information system. Provides advice and policy interpretation to staff regarding personnel issues; develops, recommends and implements approved procedures, policies, and methods to improve personnel services. Provides confidential assistance in labor negotiation, collects and compiles salary and other data from and for other government resources as requested. • • • • • OTHER JOB DUTIES: • As directed, conducts special studies, researches and prepares reports on personnelrelated matters. • • • Assist with preparations for employee training programs; maintains human resources library and index of library materials. Provides administrative support to the City Administrator, Deputy City Administrator and Mayor, as needed. Finalizes and computerizes updates and revisions to the City's personnel rules and regulations for City Council approval, and researches and prepares draft as well as administrative policies and procedures for the Issaquah Administrative Manual. Designs forms and procedures to facilitate human resources processes. • QUALIFICATIONS: Education and Experience: Bachelor's degree in human resources, public administration, or related field and two years of progressively responsible experience in human resources (or equivalent experience); or any combination of education and experience which would provide the applicant with the desired skills, knowledge, and ability required to perform the job. Licensing and Certifications: None. Ability to communicate effectively both orally and in writing.
