CITY OF BURIEN, WASHINGTON JOB ANNOUNCEMENT FINANCE MANAGEMENT ANALYST Salary: Up to $4,397/mo Depending on Qualifications Status: Permanent Full Time, FLSA Exempt NATURE OF WORK: Date Open: August 21, 2002 Date Closed: Sept. 13, 2002, 5 p.m. Reporting to the Director of Finance and Administrative Services, the person in this position designs and performs research projects, analyzes results, makes recommendations and prepares written reports and oral presentations on a wide variety of municipal government activities and issues. REPRESENTATIVE DUTIES: Design and perform research and analysis related to City government finance and administration including analysis of costs, revenues, financial feasibility, policies, administrative structure, procedures, operations, and program and budget proposals. Conduct related surveys, prepare reports, evaluate alternative courses of action, and make recommendations. Establish and use spreadsheets and computer databases [Excel, Access] to perform analysis and prepare reports on complex technical and policy issues. Manage the collection of taxes. Transition new Access-based business tax system from external consultants, and be responsible for improving data-integrity, reporting, forecasting, collection, and processes over time. Assist in preparation and execution of the City’s annual financial plan, budget and capital improvement program and in carrying out other department responsibilities. Analyze budget proposals, track and project revenues and expenditures, analyze and prepare legislation, develop revenue collection programs and performs related tasks. KNOWLEDGE, SKILLS, AND ABILITIES: Advanced ability to perform research, interpret data and accurately analyze financial, administrative and operational issues and problem situations and adopt an effective course of action. Excellent analytical and problem solving skills. Ability to communicate complex financial, policy and analytic information effectively in writing and orally to a diverse audience. Highly skilled in Excel and/or Access. PowerPoint or other presentation software experience desirable. Ability to work effectively in a high-energy work environment, handling multiple priorities and projects in a professional manner. r:\pers\jabann\ -2Ability to establish and maintain cooperative and effective working relationships with elected officials, other governmental entities and outside agencies, department heads, supervisors, employees, the media and the general public. Ability to occasionally but perhaps unexpectedly work outside normal work hours to attend/present at city government meetings, meet budget/capital planning deadlines. EDUCATION/EXPERIENCE: • Proficiency in Microsoft Excel; user-experience with Access is highly desirable. Microsoft MOUS certification for Microsoft Excel and/or Microsoft Access preferable. • If Microsoft MOUS certification has not been obtained prior to hire, the applicant will be asked to take the Microsoft “MOUS” certification test in Excel and/or Access and be eligible for certification as a condition of employment. • Bachelor's degree in public administration, business administration, economics, finance, or related field. Two years of increasingly responsible professional experience in the government sector desired.
