CLASSIFICATION SUMMARY Under the general administrative direction of the City Manager, serves as the department head for the Public Works Department. The incumbent is responsible for providing leadership and direction to all street, water, sewer and engineering operations/services within the City by establishing goals and objectives within the policy directives set forth by the City Council and in guiding division managers in developing and implementing procedures to accomplish departmental goals and objectives. This is a single position classification. It is not part of a series. MISSION The primary mission of all employees is to provide the citizens of the City of Kennewick with the most efficient and effective service possible. Salaries are paid by the taxes, revenues, and users fees collected from the citizens of Kennewick. Each employee is expected to treat all people with the courtesy and respect due them at all times.
ESSENTIAL DUTIES FREQUENCY BAND/GRADE 1. Establishes goals and objectives for the Department to ensure compliance with City Council policy directives and all applicable local, state or federal laws, rules and regulations. Provides guidance to division managers in the development and implementation of operating policies and procedures to accomplish departmental goals and objectives. Daily 15% 2. Plans and coordinates and evaluates the activities, programs and services of the Department to ensure effective and efficient operation of the Department and quality service to the community. 3. Supervises the activities of managers responsible for a division of the Department. Direction includes delegation of authority, assignment and review of work, providing assistance, administering discipline, evaluating performance and making hiring, termination and pay change recommendations. 4. Develops, recommends and monitors the Department budget including the incorporation of individual division budgets by reviewing past expenditures, analyzing future needs and making determinations regarding the necessary resources to accomplish departmental goals and meet community needs. Approves expenditures for large items such as heavy equipment to ensure compliance with budgetary guidelines. Daily 10% E8
5. Reviews developer site plans, construction drawings and water and sewer requests to determine validity, compliance to city standards and/or compatibility with the City's goals and objectives. Weekly 10% 6. Prepares a variety of reports and correspondence and reviews those prepared by staff relating to departmental activities, direction, accomplishments, compliance with federal rules and regulations, etc. Weekly 15% E8 D6
7. Represents the Department at City Council, commission and other meetings to present the Department's plans, accomplishments and to discuss the development and implementation of programs, policies, etc. Weekly 15% 8. Responds to citizens, contractors, etc. concerns and issues and determines appropriate resolutions to maintain positive community/ customer relations for the Department and the City. Daily 5% 9. Performs other duties of a similar nature or level. As Required E8 E8
MINIMUM QUALIFICATIONS Bachelor's degree in civil engineering or a closely related field and seven or more years of civil engineering experience involving municipal public works projects three or more years of which was in a supervisory capacity or an equivalent combination of education and experience to provide sufficient evidence of the successful performance of the essential elements of the job such as those listed above. A valid State of Washington civil engineer's license is also required.
PHYSICAL ACTIVITY/REQUIREMENTS To perform the essential functions of the job, incumbents must be able to perform the following: Fingering, talking, hearing/listening, seeing/observing. Sedentary Work: Exerting up to a 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
