ADMINISTRATIVE ANALYST (POLICE) JOB CLASSIFICATION GENERAL FUNCTION Under direction, supervises and schedules staff (Records Specialist and Office Assistant Seniors) that supports and maintains a public service walk-in counter and management of law enforcement reports, records and information systems. Performs a variety of specialized activities and administrative staff support work involving research, organization, analysis and presentation of information and data needed to plan and evaluate departmental services, and otherwise provides support to projects and assistance to senior staff, department members, City staff and the public. REPRESENTATIVE ESSENTIAL DUTIES AND RESPONSIBILITIES (Note – This list is intended only to illustrate the various types of work that may be performed. The omission of specific statements does not exclude them from the position. ) Manages the criminal history records function according to state and federal guidelines. Determines actions to be taken in situations not covered in established procedures. Assists staff in resolving difficult issues. Supervises the public service walk-in counter function which receives, records and responds to complaints, reports requests and inquiries, warrant termination, fingerprinting, licensing, permits, and property retrieval from citizens. Provides information and assistance to other various agencies related to operations and activities. Maintains appropriate hourly coverage for operating hours. Supervises staff that collects, files, maintains, disseminates, archives, purges and destroys criminal history records in several media. Assures efficient operation and compliance with established procedures, monitors and reviews the work of personnel to assure assignments are completed in an accurate, timely and efficient manner. Monitors and participates in a variety of computer-related functions; implements programs and procedures for IS equipment; performs initial equipment repairs and adjustments, records malfunctions and coordinates additional repairs with appropriate personnel or service agency; requests or recommends new equipment. Orders and maintains inventory of office supplies. Acquires grant funding according to federal, state and local policies. Develops grants. Coordinates and performs all administrative processing from application development to legislative acceptance. Monitors and provides oversight for intergovernmental funding. Administers, monitors, coordinates, negotiates, processes and develops contracts according to City administrative and legal requirements, and department operational policies. Assists in budget preparation. Monitors variances and recommends adjustments. Completes employee evaluations as defined by City policy and procedures. Assists employees in developing goals and objectives for professional development. Counsels employees as required. Other Duties – Regular attendance is an essential requirement – Performs related work as assigned and/or required KNOWLEDGE, SKILLS AND ABILITIES (Entry Requirements) Knowledge of: Cost/benefit analysis including statistical trend analysis, overhead cost allocation, fixed and variable unit cost determination methods. Techniques used for gathering, evaluating and summarizing data and information in preparation of reports. Skill in: Develop work plans, schedules, and make effective use of available resources. Assess the relative advantages and disadvantages of alternative courses of action. Read, interpret and apply federal, state and local laws, rules and regulations governing projects. Analyze and evaluate operations and take effective action to correct deficiencies and resolve problems. Communicate effectively, both orally and in writing. Prepare a variety of correspondence, reports and other written materials and documents. Use desktop computers and application software that can assist in performing tasks. Reviewing contracts, developing grants and coordinates with appropriate government agencies. Abilities in: Identifying resources, research and locate laws, regulations, data and information relevant to specific projects or situations. Interpreting and applying the internet and specific provisions of laws, regulatory provisions and bargaining agreement provisions to particular conditions affecting the department. QUALIFYING EDUCATION AND EXPERIENCE (Minimum Requirements) To compete in a selection process, any combination in the professional staff support field of training and experience which demonstrates that a person has obtained the required knowledge and is able to perform the work required (with reasonable accommodation, if necessary.) Graduation from college with a four-year degree in business administration, public administration or a closely related field and two years of staff analysis experience. PHYSICAL REQUIREMENTS Must be able to sit for long periods of time at a computer workstation. Requires ability to lifting 20-30 pounds. WORKING CONDITIONS Office work is performed at a computer workstation. Subject to some lifting and noise from communications and office equipment. LEGAL and REGULATORY EMPLOYMENT CONDITIONS Fair Labor Standards Act: The classification is exempt under the laws of Fair Labor Standards Act minimum wage and overtime provisions. Representation: Non-represented. Civil Service: The classification is included in the City's Civil Service System. Appointment and Removal Authority: The position is filled by appointment by the Department Head. Removal is by action of the Department Head in conformance with Civil Service Rules. This classification specification does not constitute an employment agreement between the City and employee.
