Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job.

JOB OBJECTIVES Under general supervision, to perform a variety of technical work in the fields of current and long range planning; to provide information and assistance to developers, the business community and the public regarding planning, zoning, growth management and development issues; to work at a centralized public counter in the provision of various technical planning information; and to perform a variety of tasks relative to assigned area of responsibility. ESSENTIAL FUNCTION STATEMENTS
The following tasks are typical for positions in this classification. Any single position may not perform all of these tasks and/or may perform similar related tasks not listed here:

1. Provide responsible customer service in planning related matters; inform appraisers and realtors of zoning and density codes that apply to specific pieces of property; research issues requested from developers regarding land use applications. 2. Respond to general requests from the public regarding development codes and regulations; research specific property issues; receive land use applications; verify applications for completeness and accept payment. 3. Assist in coordinating the various phases of development projects with various City departments; provide staff with maps, reports and other materials necessary for development review and preliminary approval. 4. Assist in coordinating the final approval of new development projects; verify compliance with conditions of approval as it relates to the final plat; provide final acceptance information to the Planning Manager. 5. Assist in monitoring the progress of developments from pre-application through final acceptance of each phase; prepare rough draft of Planning Commission and City Council staff reports; prepare staff report for the Board of Adjustment. 6. Enter into the computer database the dates of all meetings, hearings, decisions, bonds and approval of all commercial, subdivision, short plat and planned developments; create queries and access data to prepare detailed reports. 7. Create and distribute land use applications in accordance with applicable codes; receive and review submitted applications for compliance; distribute pertinent portions of application to various departments.

8. Calculate and collect appropriate fees at various stages of development including application fees, open space fees, storm water fees and any other applicable fees in accordance with conditions of approval and the municipal code. 9. Prepare, post, publish and mail various public notices in accordance with State and local requirements. 10. Serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence. AUXILIARY FUNCTION STATEMENTS 1. QUALIFICATIONS Knowledge of: Operations, services and activities of a community planning and development program. Basic report writing, research methods and data compilation techniques and practices. Principles of record keeping. Rules and regulations governing the issuance of planning permits and applications. Methods and techniques of preparing maps and related visual graphics. Customer services techniques and procedures. Mathematical skills. Modern office procedures, methods and computer equipment. Pertinent Federal, State and local laws, codes and regulations. Ability to: Perform technical duties in support of a community planning and development program. Provide responsible customer service in planning related matters. Receive and review submitted applications for completeness. Create databases and work with queries to provide accurate and essential data to other departments, agencies and the public. Learn, understand, interpret and explain pertinent laws, codes, ordinances and regulations related to general plans and zoning. Establish, maintain and update records, logs, and files. Compile and analyze technical and statistical information.

Read and record maps and plats. Operate modern office equipment including computer equipment and supporting word processing, graphics and spreadsheet applications. Prepare clear and concise reports. Respond to requests and inquiries from the general public. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Education and Experience Guidelines
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education: Equivalent to the completion of the twelfth grade. Additional specialized training in planning, development review or a related field is desirable. Experience: Two years of increasingly responsible technical planning and development program support experience. PHYSICAL DEMANDS AND WORKING CONDITIONS
