CITY OF KENNEWICK JOB DESCRIPTION Classification Title: Department: Band: B Police Technician Police Subgrade: 2 Grade: 2 FLSA: Non-Exempt Date Updated: June 6, 2002 Title Of Immediate Supervisor: Police Sergeant CLASSIFICATION SUMMARY Under general supervision, provides care and custody of all items impounded by the Kennewick Police Department; and the proper processing of all evidence for court, release or destruction. Testifies as an expert in court in evidence handling. This is a single position classification. It is not part of a series. MISSION The primary mission of all employees is to provide the citizens of the City of Kennewick with the most efficient and effective service possible. Salaries are paid by the taxes, revenues, and users fees collected from the citizens of Kennewick. Each employee is expected to treat all people with the courtesy and respect due them at all times. The Kennewick Police Department is committed to a proactive, problem-solving partnership with the citizens of our community. We recognize the purpose of our organization is the professional delivery of police services and the impartial enforcement of the law. ESSENTIAL DUTIES FREQUENCY BAND/GRADE 1. Processes incoming evidence, property, and contraband impounded by the Kennewick Police Department. Cares for, stores, inventories, and maintains custody of items. Completes appropriate forms. Daily 25% B2 2. Responds to inquiries about impounded items from the public, other law enforcement agencies and prosecutorial offices. Initiates inquiries on property and evidence to obtain information on ownership, possible release and disposition. Daily 5% B2 Prepares and processes property for return to owner, destruction, transportation to other law enforcement agencies or disposal at public auction. Prepares for mailing as appropriate. Daily 5% Assumes the duties of the Evidence Technician in his/her absence. Monthly 10% B2 3. B2 4. 5. Implements and assures compliance with department security procedures and policies. Daily 5% B2 Evidence Technician - Page 1 6. Police Equipment: a. Drive assigned vehicle to crime scene. b. Operate standard equipment used to gather evidence. Daily 5% A1 7. Fingerprints criminal suspects and private citizens who may require those services because of City regulatory licenses, job requirements, or other State and Federal purposes. Monthly 5% B2 Provide assistance to Patrol/Detectives in processing evidence at crime scenes. Daily 20% B2 8. 9. Deliver and pick up evidence at the state lab. Weekly 5% B2 10. Operate City vehicle and travel daily to other law enforcement agencies including the Justice Center to transport paperwork. Daily 5% 11. Testify in court regarding evidence handling and chain of custody. Monthly 5% 12. Testing of marijuana to include written report and court testimony. Monthly 5% 13. Perform related duties as assigned. A1 B2 B2 As Needed PERFORMANCE REQUIREMENTS (KNOWLEDGE, SKILLS, AND ABILITIES) Ability to read, understand, and apply law enforcement and court procedures and relevant regulations and laws pertaining to property and evidence in the custody of the Police Department. Ability to deal with the public, co-workers, and representatives of other public agencies using courtesy, tact and good judgment. Ability to utilize standard office machinery including typewriter, copier, and computer terminal. Ability and willingness to return to duty during other than regularly scheduled working hours as needed. Knowledge of English usage, punctuation, spelling and letter format. Ability and willingness to follow oral and written instructions. Ability to research report for proper disposition of evidence. Ability to work independently or as part of a team as required. Ability to maintain accuracy and attention to detail. Willingness to work with or near potentially hazardous material using appropriate safety precautions. EXPERIENCE AND TRAINING REQUIREMENTS Two year college degree or equivalent college credits. Minimum of two years experience in dealing with the public and experience in use of typewriter and computer terminal. Familiarity with police and court procedures preferred. Ability to obtain a Washington State driver's license within thirty (30) days of hire and to successfully pass a driver's records check. Ability to satisfactorily pass a Police Security Clearance and polygraph examination prior to employment. 21 years of age at time of hire. Evidence Technician - Page 2 PHYSICAL REQUIREMENTS To perform the essential functions of the job, incumbents must be able to perform the following: Reaching, standing, walking, lifting, fingering, grasping, talking, hearing/listening, seeing/observing, repetitive motions. Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Evidence Technician - Page 3
