CITY OF BURIEN, WASHINGTON POSITION DESCRIPTION CONTRACT MANAGEMENT ANALYST NATURE OF WORK: Under the supervision of the Director of Finance and Administrative Services, monitors, reviews, and evaluates selected City of Burien professional service, human services, and capital facility contracts for effectiveness, efficiency and consistency with local, state and federal regulations. This position provides assistance and leadership to other City staff in contract monitoring and compliance. Contract types include but are not limited to the following types of service: legal, financial, computer, recycling, criminal justice, human service, community development, capital facilities, maintenance of capital facilities and recreation. The person in this position is also responsible for recommending policies and procedures to ensure the city’s contract and grant record keeping supports adequate project and program management. ESSENTIAL JOB DUTIES: Coordinates the application, award process, and ongoing administration of selected federal, state and local grant funds. Reviews requests for human service funding and Community Development Block Grant (CDBG) project funding. Summarizes funding requests and provides background information for the City Manager and City Council;, makes funding recommendations. Provides assistance to city departments on the issuance of requests for proposals (RFPs), and reviews RFPs for clearly defined services and consistency with city policies. Administers selected city programs such as CDBG and human services, manages recordkeeping and monitors contractor's performance Participates in intergovernmental committees to analyze, evaluate, and resolve CDBG administrative and policy issues. Reviews responses to requests for proposals and makes selection recommendations for selected projects. Provides assistance and guidance to other departments as it relates to contracting, developing scope of services,and contract compliance checklists. Receives and evaluates selected monthly or quarterly invoices; manages expenditure and service schedules; and identifies units or service cost issues for administered contracts. Contract Management Analyst Page 2 Evaluates selected City contracts for contract compliance. Establishes general procedures and checklists for record keeping and reporting on grants and contracts. Monitors department staff to check that procedures are being followed. Researches and prepares alternative scopes of services for contracted services including contract models appropriate for service type. Prepares appropriate monitoring criteria for evaluating the performance and costs of services for selected contracts. Forecasts contract expenditures and revenues as appropriate. Researches new and innovative contracting methods and techniques and makes recommendations. Prepares monthly, quarterly, and annual reports as applicable. Assists in representing the City in contract negotiations and dispute resolution. Performs related duties as assigned. Makes efforts to modify workload to assist with an emergency problems, assignment, or project whenever feasible. KNOWLEDGE, ABILITIES AND SKILLS: Knowledge of governmental contracting, including contracting for public works projects. Knowledge of contract development, monitoring and record keeping. Ability to analyze complex financial, policy and programmatic issues. Ability to communicate complex financial, policy and analytic information effectively in writing and orally. Ability to negotiate complex issues involving top level management in different organizational units. Ability to anticipate and perform selected work and job duties. Ability to establish and maintain effective working relationships with all city staff. Clearly explains self or answers when necessary. Take the time to ensure message is easily understood. Closes all contacts courteously and appropriately. Ability to communicate effectively, both orally and in writing. Ability to interpret and apply federal, state and local policies, laws and regulations. Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. EDUCATION AND/OR EXPERIENCE: Graduation from a four-year college or university in finance, economics, business or public administration, or related field. Graduate education desirable. Minimum of five years experience in governmental accounting, contract management, or related public administration service delivery context. Experience in a highly dynamic and complex organization helpful.
