NATURE OF WORK Under the direction of the Parks and Recreation Manager, performs fully skilled, journey-level maintenance, repair and construction in the City’s parks, open spaces, facilities and buildings. In addition, this position is responsible for the supervision of seasonal and part-time employees and volunteers, and monitorscontracted employees. Because of the small size of the Parks and Recreation Division staff, each staff member is expected to perform a wide range of office and field duties as may be required from time to time. ESSENTIAL DUTIES Plans, inspects and performs work including, but not limited to, the following areas of park maintenance: turf, tree and shrub maintenance, athletic field maintenance, and irrigation system maintenance. Reads and interprets blue prints and drawings. Plans and coordinates park improvement projects. Assists Parks and Recreation Manager in carrying out the Parks and Recreation Division’s Capital Improvement Program. Performs strenuous physical labor for extended periods of time under varying weather conditions. Understands, follows, transmits and communicates written and oral instructions. Trains, schedules, assigns and monitors the work of assigned staff. Repairs and maintains the Division’s buildings, facilities and structures. Rakes leaves, performs other landscaping duties, removes brush and trash, and repairs fences as needed. Assists with monitoring the Parks Division budget.

Requisitions materials and tools according to established procedures; obtains quotes required from vendors, purchases materials as necessary according to established procedures and authorization. Operates a variety of landscaping and construction tools and equipment, such as a jackhammer, mower, edger, chainsaw and chipper. Responds to parks maintenance or facility emergency situations as needed. Performs other duties as assigned.

SUPERVISORY RESPONSIBILITIES: Supervises seasonal and part-time parks employees and volunteers, and monitors contracted park employees in accordance with the City’s policies and applicable laws. Serves on interview panels, makes hiring recommendations, trains, plans and assigns work.

KNOWLEDGE, ABILITIES AND SKILLS Considerable knowledge of park operations and maintenance procedures and techniques. Journey level knowledge of playground safety guidelines, carpentry, plumbing, electrical, masonry, lock and irrigation systems troubleshooting and repair. Knowledge of sports field and tennis court maintenance and renovations. Working knowledge of safe storage, application and disposal of chemicals. Ability to operate landscape maintenance heavy equipment such as, backhoes, loaders, aerators, etc. Working knowledge of City government organization, functions, policies, rules and regulations. Knowledge of standard first aid and CPR procedures. Ability to maintain effective working relationships with community groups and individuals, staff, and appointed and elected officials. Ability to greet the public, co-workers, and elected officials in a friendly, courteous and tactful manner and clearly convey a willingness to be of service and/or be open to resolving the

situation at hand. Clearly explains self or answers when necessary. Takes the time to ensure message is easily understood. Closes all contacts courteously and appropriately. Willing to be helpful; willing to negotiate schedule to accommodate another’s needs. Ability to exercise individual initiative and discretion in confidential matters and to respect confidential matters regarding other employees and Councilmembers. Ability to work irregular hours on occasion, including some evenings and weekends. Knowledge of computer technology and software and its application to scheduling, budgets and report preparation. EDUCATION AND OR EXPERIENCE Must possess a high school diploma or G.E.D., AND have a minimum of three years of increasingly responsible park maintenance or related work experience, including at least one year of supervisory work experience. Must hold valid Washington State Driver’s License. Must hold valid first aid and CPR certification or be able to obtain within three months of employment.

PHYSICAL DEMANDS AND WORKING CONDITIONS Ability to perform strenuous physical labor for extended periods of time under varying weather conditions. Must be in good physical condition, able to lift and carry heavy objects; climbing, walking over rough or uneven surfaces, reaching overhead and above the shoulders, standing for extended periods of time. Ability to speak and hear to exchange information. Manual dexterity to operate equipment and hand tools.

LICENSE, REGISTRATION AND CERTIFICATE Valid Washington State Driver's License. Valid First Aid and CPR Certificates. Washington State Commercial Driver’s License preferred.
