CLASSIFICATION SUMMARY Under general direction, provides coordination to the City accounting program including any combination of treasury, CIP, budget, payroll and financial reporting and supervising professional and clerical staff in performing the required activities. This is a single position classification. It is not part of a series. MISSION The primary mission of all employees is to provide the citizens of the City of Kennewick with the most efficient and effective service possible. Salaries are paid by the taxes, revenues, and users fees collected from the citizens of Kennewick. Each employee is expected to treat all people with the courtesy and respect due them at all times.
ESSENTIAL DUTIES FREQUENCY BAND/GRADE 1. Supervises the performance of professional and clerical staff. Supervision includes training, work assignment and review, performance appraisal, employee evaluation and making hiring, termination and pay rate change recommendations. Daily 20% C5
2. Assists supervisor in preparing reports, presentations and conducting various financial analyses. Coordinates the year-end reporting and closing functions. Coordinates the budget process and preparation of the budget document. Coordinates the annual audit, CAFR preparation and the quarterly and annual financial statement preparation. Daily 20% C4
3. Oversees the preparation of various financial statements and reports and coordinates all aspects of the City's accounting functions to ensure governmental accounting concepts are being correctly applied. Makes recommendations to departments based on analyzed data Daily 20% C4

4. Oversees project accounting and responsible for all aspects of the Capital Improvement Program, grant accounting and CIP financial statements. Requires a broad understanding of Federal, State and Local grant requirements and coordination with the various departments in implementing the grant agreements and CIP contracts. Daily 20% 5. Evaluates accounting system requirements and makes recommendations regarding system needs, internal control structure improvements and enhancements. Daily 10% C4 C4
6. Maintains journals, ledgers and other complex financial records and establishes the total financial status of various funds and reconciles discrepancies. Daily 10% 7. Performs other duties of a similar nature or level. As Required C4 C4
MINIMUM QUALIFICATIONS Bachelor's degree in accounting, finance, business or a related field plus three or more years of progressively responsible accounting experience involving the preparation of financial statements and reports and the interpretation and application of Generally Accepted Accounting.
PHYSICAL ACTIVITY/REQUIREMENTS To perform the essential functions of the job, incumbents must be able to perform the following: Reaching, fingering, grasping, talking, hearing/listening, seeing/observing, repetitive motions. Sedentary Work: Exerting up to a 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
