                                                      POSITION DESCRIPTION

  Position Reports To:                    Deputy Director/Executive Director

  Position Location:                      Phnom Penh

  Position Purpose:                       To lead the FLD team that plans, implements and monitors the NGO’s institutional
                                          performance in personnel, procurement, and asset management. This will follow
                                          FLD’s policies and procedures, code of conduct and other relevant rules and
                                          regulations, along with developing and maintaining existing protocols with concerned
                                          parties.

II- Position context and background:
Farmer Livelihood Development (FLD) was registered as a local NGO in 2002. It currently works in over 300 active villages of Kandal,
Kompong Speu, Preah Vihear, Siem Reap, Prey Veng, Svay Rieng, Battambang, and Oddar Meanchey Provinces on programmes that
alleviate poverty among rural dwellers. These projects provide poor people with sustainable livelihood and income options, access to
financial services, and strengthen communities by improving livelihood skills and building the capacity of community based organisations
and their representatives.

FLD has been strengthening its four mutually running programmes: (i) SKIL, (ii) Farmer Fund, (iii) Khmer Farmer Products, and (iv)
Livelihood Development in eight provinces. FLD is striving to financially sustain the first three programmes at end of 2012. This creates
a strong need for the successful applicant to provide support for FLD’s institutional development and its self-financed programmes.

This position has been created through co-financing by the current donors. It will also provide management and practical support to
FLD’s provincial offices to ensure that operating standards are consistent, reliable, transparent, and highly accountable.

IV- Key Objectives: The position is accountable for the following:
        Lead the administration and resource team to develop or improve existing policies and procedures.
        Lead the project team in developing action plans and implementing approved implementation plans.
        Ensure that FLD has high quality personnel management.
        Ensure that FLD’s procurement procedures are complied with, with high transparency and accountability.
        Ensure FLD assets are properly recorded, updated and efficiently utilised to the benefit of both FLD’s work and
         its constituents.
        Develop and maintain FLD protocol with concerned parties. These include government ministries, departments,
         donors, and other implementing partners.
        Supervise staff and address any conflict or concerns or issues that relate to staff capacity building.

VI- Work Environment:
This position is based in FLD’s Phnom Penh office, with some 20 per cent of the time for travel and work in the provinces,
staying overnight whenever required.

The successful applicant will have a close interface with other FLD teams and a wide range of stakeholders.
