   checks in accordance with Homeland
   Security Presidential Directive – 12
   (HSPD-12)

•	   Contracting Officers are
     modifying existing contracts that
     meet the following criteria:

     1. Contractors requiring access to EPA
      facilities and/or information systems at
      least 24 hours per week, at least 6 months
      per year, and;

     2. Contracts that will be in effect after
     January 1, 2008

1.	   Contractor may appeal.

      Personnel Security Branch.

3.	   Personnel Security Branch’s
      decision is final.

      After award of new
      contract or modification of
      existing contract:

1.	   Contractor has ten calendar
      days to submit information
      to Contracting Officer
      Representative (COR).

2. 	 This information will be furnished
     using the HSPD Contractor
     template at http://epa.gov.oam/

3. 	 After submission of the above preliminary
     data the contractor will be requested by the
     COR to provide information on Standard
     Form (SF)85P.

                 Provisional Badges


       To prevent interruption of contractor
       services Provisional Badges may be
       issued.



1. 	   Contractor employee’s fingerprints are
       run through the F.B.I’s fingerprint database.

       - Takes between 24 to 48 hours.

2.	    Contractor employee may use provisional badge
       until backgroud check is completed.

z   Clarify the use of EPA Form 1700-7, or
    equivalent, for all transfers of
    Government property, e.g., Agency
    inventory to contractor, contractor to
    Agency inventory, contractor to
    contractor, etc.

z   Clarify that when Government property
    is being transferred from a contract to
    Agency inventory that the CPC should
    provide advance notice to the facility’s
    cognizant Property Management
    Officer concerning the pending transfer

z	   In order to be consistent with FAR 45.602-3,
     changes from 30 days to 20 days the screening
     period within EPA for excess Government property
     once it has been reported to plant clearance.

z	   Consequently, the time available for inventory
     schedule reviews by the Contract Property
     Coordinator (CPC), Project Officer, and the Property
     Accountable Officer has also been reduced

z	   Reflects the July 12, 2004 EPAAR class
     deviation requiring that property
     administration for all new contracts be
     delegated to the Contract Property
     Coordinator

z	   It should be noted that this delegation does
     not require any action by the Contracting
     Officer

     of Government property from the Contracting
     Officer to the CPC

z	   The CO is responsible for distributing an
     electronic copy of all new contracts regardless
     of whether property is provided under the
     contract, as well as

z	   An electronic copy of any contract modifications,
     purchase orders and Federal Supply Schedule
     (FSS) orders furnishing Government property or
     authorizing the acquisition of property at
     Government expense, to the CPC at the
     following email inbox:
     epa_contract_property@epa.gov.
