(WEIGHT) 1. TECHNICAL APPROACH 30 POINTS
Demonstrated technical approach to fulfilling EPA’s overall requirements, as defined in the SOW. The following factors will be evaluated and are considered of equal importance: a. Understanding of the importance and interrelationship of the SOW requirements as applied to the firm’s risk assessment support program. b. Illustration of how good planning and execution of a technical approach can lead to efficiency, timeliness, and cost-effectiveness in assessing risk. Offerors should address technical areas such as data gathering and analysis, documentation, preparation of proposed and final rules, post-proposal activities (e.g., summarizing and responding to public comments) and post-promulgation activities (e.g., implementation and possible litigation support), outreach, and external review. A recitation or outlining of the requirement in the SOW is not desired. Instead, offerors should demonstrate their understanding of the importance and interrelationship of these requirements and how a well-planned and executed technical approach can achieve EPA’s objectives in an efficient, timely, and cost-effective manner. Because multiple work assignments may be in progress at any given time, offerors should address their firm’s technical approach from the perspective of their entire standards development support program rather than focusing on the approach for an individual work assignment. It is strongly suggested that the technical approach not exceed ten (10) pages, including figures and diagrams.
2. MANAGEMENT APPROACH
25 POINTS
Demonstrated flexible and innovative management approach that can address EPA’s needs, as outlined in the SOW, in an efficient, timely, and cost effective manner. Demonstrated approach to managing multiple work assignments. Offerors should explain what steps will be taken to provide high quality deliverables while keeping assignments on schedule and within budget. Include
a discussion of management review and oversight, quality control systems, management and assignment of work to any subcontractors or consultants, and financial reporting. Explain how technical and administrative reporting problems can be avoided before they occur, and describe your firm’s strategy for providing quick response, innovative solutions, and expert advice. Include a figure or diagram illustrating your firm’s lines of responsibility and communication for this contract. It is strongly suggested that the management approach portion of the technical proposal not exceed ten (10) pages, including figures and diagrams. 3. PAST PERFORMANCE 25 POINTS
Demonstrated successful past performance of the offeror and any major subcontractors as evidenced by information gathered concerning the identified list of contracts and subcontracts completed during the past three years, and those currently in process for similar work. Examples of work that would be considered similar include environmental data gathering and analysis, air pollution emission control system evaluation, industrial emission source characterization, and environmental regulation development. The offeror’s past performance will be evaluated based on the information obtained through the Past Performance Questionnaire (see Section J which identifies this attachment) and other sources. As discussed in section l provision entitled Past Performance Information, offerors shall submit information on the five most recent contracts and subcontracts for similar work completed during the past three years and all similar contracts and subcontracts currently in process. In addition to the five contract and subcontracts, information on similar contracts with other Federal, State and local governments and commercial businesses may be included. Information should be provided as indicated in the provision found in section L. If an offeror has no available past performance, a neutral rating of adequate (i.e. a score of “3”) will be assigned for the past performance criteria. 4. STAFFING PLAN AND QUALIFICATIONS OF PERSONNEL 20 POINTS Offerors will be evaluated on the following factors, which are considered of equal importance: a. Demonstrated plan for staffing work assignments where multiple assignments may be active at any given time, each requiring similar staff skills and experience. b. Demonstrated availability of staff with the skills and experience needed to carry out the requirements of the statement of work (SOW). C. Demonstrated education and experience of individual staff in areas relevant to
the SOW, as reflected in individual resumes. Offerors should provide a plan for staffing multiple work assignments as described in the SOW. The plan should include corporate titles, responsibilities under this contract, Professional Levels (PLs), and percent availabilities for your firm and any subcontractors or consultants. Identify key personnel (e.g. Program Manager and Deputy Program Manager) for your firm and any subcontractors. Offerors should provide resumes for staff and any subcontractors and consultants. It is strongly recommended that resumes not exceed two (2) pages in length. Resumes should include the following information: Name, title, and PL.
Educational degrees, relevant registrations and certifications, and professional association memberships. Years of work experience in the environmental field. Summary of work experience relevant to the SOW. Any relevant professional presentations or publications.
