Background
EPA’s Draft ROE published (6/03) EPA Strategic Plans released (9/03, 9/06) Steering Committee recommends integrating ROE gaps with SP process (3/05) ROE questions & indicators considered in developing Strategic Architecture (7/05) “Preliminary Strategies” generated by Goal Teams (3/06) Strategic Planning / ROE Pilot underway (6/06)
3
Purposes
Strategic Planning and Accountability Establish measurable strategic objectives and report on results Strategic objective setting is about Agency priorities And with (long-term) objective setting comes short-term accountability responsibilities ROE Focused on answering EPA’s questions pertaining to the Environment and Human Health Support Agency strategic policy debate Provide Unbiased and Balanced information Meet highest scientific standards
4
Strategic Planning/ROE Pilot Potential Benefits
Broader scope of ROE questions supports strategic policy debate and informs EPA’s Strategic Architecture Insights provided by ROE can improve decisions about strategic commitments Opportunity to identify important Agency data needs and partnerships to address them Opportunity to review the scope of the ROE questions in light of the strategic plan to ensure ROE is informed by the Agency’s mission
5
Strategic Planning / ROE Pilot
Open, transparent, and collaborative assessment of five RoE questions with respect to: – Agency policy debate and strategic planning – Currently addressed in Strategic Architecture – State of science and available indicators – Potential partnerships and opportunities
6
Pilot Questions
Air: What is the condition of outdoor air and its effects on Human Health and the Environment Water: What are the trends in extent and condition of fresh surface waters and their effects on human health and the environment? Land: What are the trends in contaminated lands and their effects on Human Health and the Environment? Human Health: What are the trends in human exposure to environmental contaminants including across population subgroups and geographic regions? Ecological Condition: What are the trends in biomarkers of exposure to common environmental pollutants in plants and animals?

Part 1: Affirm ROE Scope of Question
- Affirm, adjust, and clarify, as necessary, the scope of the ROE questions as they reflect EPA’s strategic thinking.
–
Water Example: 8 Regions, 7 Offices (342 comments) General agreement with
Clarifications Two outstanding issues
–
9
Part 2: Identify a subset of scope topics that are important to EPA
(water) 1. Runoff /sedimentation as a stressor to fresh surface waters 2. Biological characteristics (e.g., distribution, abundance, and condition) 3. Extent of groundwater aquifers that feed fresh surface water 4. Impacts of extent of fresh surface waters on habitat and communities
10
Part 3: Topic Assessments
Agency Policy and Technical experts nominated by Programs and Regions Input and discussion of Agency policy and strategic planning Input and discussion of – Indicators (have and needed) – Strategic Architecture (current and future) Identify specific opportunities to work with federal, state, and private partners
11
Part 4: Prepare Recommendations
For each selected topic:
–
–
How it is currently addressed by the Agency in the ROE and/or the Strategic Plan? Based on those analyses
Revisions or additions would be recommended in ROE Revisions or additions recommended in the Strategic Architecture (Outcome-oriented performance measures, PART measures, emerging new technologies etc.)
12
Other Benefits
Improved Articulation of Agency Requirements
– –
Technology (GEOSS) EPA’s Requirements to US Forest Service – Environmental Effects of Air Quality
Input to Current indicator Input to Additional indicators
13
Pilot Status
Three questions underway:
– – –
