Water level in river dropped, causing previously underwater PCB sediments & paper waste to become exposed on river banks and floodplains Pre- and Post-Dam Water Levels PCB contaminated sediments Figure by BBL EPA Cleanup Approach (August 2002) • Source areas first: riverbanks & floodplains (“impoundments”) and landfills then address in-stream sediment • Start upstream & work downstream Risk based decision making • Sources of PCBs Residuals eroding into river paper waste on river banks Photos by MDEQ Sources of PCBs Landfills 12 Street landfill Allied Paper landfill Photos by MDEQ First Upstream Sources Areas Plainwell and Ostego City Impoundments Plainwell Otsego City Study Area EPA Draft RI/FS (June 2003) Otsego City Plainwell Potential Cleanup Options (Impoundments) • Bank stabilization plus remove or cap floodplain “hot” spots • “Clean Buffer” • Dam Removal & Excavation • Rerouting River – New channel (Fall/Winter 2003) MDEQ Letter - will not agree with EPA decision if remedy does not include dam removal Want river sediment & banks addressed concurrently Developments (Fall/Winter 2003) MDNR & Environmental Groups Letters Want: Developments - Dams Removed - Restore River - All wastes Removed Off-Site (DEQ estimate: 25 Million yd3 for 80 miles) EPA Draft RI/FS – New Issues • Difficult for EPA to determine what effect (risk reduction) a source control measure (bank stabilization, removal, etc.) would have on fish. • For each cleanup option, EPA guidance requires quantifying the amount of risk reduction in fish • EPA experts recommend modeling • National Remedy Review Board may require modeling New Approach • Modeling • RI/FS Negotiations • Treatability Study Modeling Goal: Help determine how much of the riverbank, floodplain, and river sediment need to be cleaned up so that fish can be eaten in reasonable timeframe Start: Summer 2004 RI/FS Negotiations Goal: Reach agreement/understanding among PRPs, EPA, State & Natural Resource Trustees on what additional information is needed to develop cleanup options for: - banks - floodplains Start: Summer 2004 - river sediment - dams Treatability Study Purpose: Test riverbank stabilization designs: “Clean Buffer” & Geoweb. Evaluate how well each design is constructed using “wet” excavation and how effective each is at controlling erosion from riverbanks Projected Cost: $ 2 M; to be performed voluntarily by PRPs in 2004 Start Date: None. State Denied Access Geoweb Design Removal & “Clean Buffer” (FESL Design) EPA Accomplishments • Bryant Mill pond cleanup – 155,000 yd3 of PCB contaminated wastes removed.
