Education
Numerous educational opportunities exist within St. Louis County on all levels from kindergarten and grade schools to post-graduate, doctoral programs. County residents in all areas enjoy the options of quality parochial and private education and outstanding public schools. St. Louis County boasts 24 public school districts, which range in sizes from 692 students in the Wellston School District to 21,546 students in the expansive Rockwood School District. According to the 2000 Census, St. Louis County has 193,194 students enrolled in some form of K-12 schooling. Education is a priority for St. Louis County and is demonstrated in the educational attainment of its residents. A bachelor’s degree or higher has been earned by 35.4 percent of St. Louis County residents. This is 1.45 times the national average of 24.4 percent. This 35.4 percent is significantly higher than the surrounding metropolitan statistical area of which St. Louis County is a part. As many as 64,556 college students call St. Louis County home. They are enrolled in a variety of small colleges and universities including large research institutions such as University of Missouri – St. Louis, Washington University and Webster University.

Special School District
St. Louis County Special School District is a countywide school district that provides special education to students in St Louis County and vocational-technical education to students in St. Louis County and the City of St. Louis. The district serves students with learning disabilities, mental retardation, behavior disorders, speech disorders (voice, fluency, or articulation), language disorders, visual impairment, hearing impairment, physical impairment, other health impairment, multiple disabilities, autism and traumatic brain injury and provides early childhood special education. Presently more than 28,000 St. Louis County students receive one or more special education services form the Special School district. Most of these students receive their special education services in classrooms located in the County’s 23 local school districts. Special School District staff also provides routine and in-depth hearing, speech, and language screenings as well as educational diagnostic evaluations for thousands of children each year. Special education classes for three- and four-year-old students with disabilities, home teaching for home- and hospitalbound students, and special education services for private and parochial school students also are offered by the Special School District. Thousands students receive vocational-technical education in the Special School District’s two vocational schools and satellite sites.

Voluntary Inter-District Transfer Program
Since 1983, school districts in St. Louis County have participated with St. Louis City schools in a voluntary inter-district transfer program. This program came about as part of the settlement of a desegregation lawsuit brought by parents of African-American city students in 1972. Nineteen of the twenty-three St. Louis County school districts have participated in a voluntary program in which African-American students from the St. Louis City School District could choose to attend predominantly white public schools in St. Louis County and white students from the County could choose to attend City magnet schools to improve the racial balance in the districts. The State of Missouri paid for the cost of educating the transfer students including the extensive transportation program. A goal of twenty-five percent minority enrollment had been established for participating County school districts. In 1999, a settlement was reached to end court supervision and state financial obligation for the voluntary transfer program. Individual districts could now participate voluntarily or opt out of the program following appropriate notice. The program is currently under the direction of the Volunteer Inter-district Choice Corporation (VICC). Since the 1999 decision, student participation in the plan has been declining at an expected rate of approximately 5 percent each year. The program facilitates 10,600 city-to-county transfers and 700 county-to-magnet school transfers. Fifteen hundred to seventeen hundred new placements are added each year and are eligible to be added through the 2008/2009 school year, although there is a possibility of the program being extended. To fund the transfer of a student, the State funnels funds from the district of residence and redirects them to the district in which the student is transferring, through the VICC. However, the program now faces operating deficits since the redirected state funds to cover a student’s “tuition” falls short of the actual cost of that child participating in the program. At the present time, these shortfalls are covered by an existing savings account set up by the State of Missouri. These savings are projected to last another 3-4 years (approximately 2005/2006). Ways for the cooperating districts to restructure and secure funding for the program are in the works. Despite future hurdles involving funding, transportation, etc., no districts have opted out of the program and only Ritenour and Ladue School Districts no longer accept new students. The program remains one of the largest and most successful school choice programs in the country.

Private Education
Since the 1990 Census, the figures for students in private institutions have not drastically changed. The 1990 census reported that 25 percent of all elementary and high school students in St. Louis County received some form of private education. The 1996-1997 school year had 48,435 students enrolled in private schools, or 24%. While the total number of enrolled students has decreased slightly in 2000 to 47,812, the percentage has risen to match the 1990 level of 25%. These numbers are significantly higher than the national figures in which only 10.7% of k-12 students were receiving an education from private schools. This national figure is a marginal increase of 0.7% from 10% in 1990. Easily, the largest proportion of non-public educational institutions belongs to those with an affiliation to some form of religious institution. The most prevalent contributors are Catholic schools. The Archdiocese of St. Louis (not limited to St. Louis County) encompasses the oldest school system in the State of Missouri and the seventh largest Archdiocesan school system in the United States. The system provides an education to approximately 58,000 students in 188 Catholic elementary and secondary schools. Seventyseven of the elementary schools and 19 of the secondary schools are located in St. Louis County. 5 of these 19 secondary schools are considered Archdiocesan High Schools, which are owned, operated and funded by the Archdiocese itself. The remaining 14 are classified as Private Catholic High Schools, which are owned and operated by specific religious communities within the Archdiocese and are financed through tuition, local funding, subsidies and endowments. There are two Lutheran high schools located in St. Louis County along with other schools with religious affiliations such as Christian Scientist, Episcopalian, Jewish, and Seventh Day Adventist. Thirty-nine independent schools are located in the St. Louis area including 17 secondary schools in St. Louis County. Independent schools serve students from all grades k-12 and all range in specialties from college preparatory and fine arts schools to schools for students with behavioral problems and learning disabilities.
