VANCOUVER ISLAND CALL FOR TENDERS
FULL TOLLING OPTION DESIGNATION AND INFORMATION FORM Issued: 12 March 2004 GENERAL INSTRUCTIONS
1. Words and phrases defined in the Call for Tenders for Capacity and Associated Energy on Vancouver Island (“CFT”), issued 31 October 2003 by BC Hydro, as amended, and used herein have the meanings given in the CFT. 2. Any registered bidder wishing to tender a fully tolled gas-fired project (as described in section 6.2(b) of the CFT) is required to make that election in respect of each such project being tendered using the form issued with these instructions. BC Hydro will not consider a full tolling tender for projects that do not submit a completed Full Tolling Option Designation and Information Form in accordance with these instructions. 3. Bidders should note that the impact of gas transportation costs on the development risk assessment, with particular reference to sections 6.4 and 11.3 of the CFT. In order to make this assessment, certain information is required from bidders as specified herein. 4. The Full Tolling Option Designation and Information Form may be downloaded in MS Word format from http://www.bchydro.com/vicft. Use the TAB key to select and complete fields appearing on the Form. If additional space is required for comments, add rows to the form. 5. Any bidder wishing to select Option #2 - Full Tolling, as described in section 6.2(b) of the CFT must complete one Full Tolling Option Designation and Information Form for each project to which the bidder wishes such designation to apply, and must : Fill out each section of the form, Have the form dated and signed by a duly authorized signatory of the bidder, and Deliver the signed form to the address specified in section 15.1 of the CFT by not later than 4:00 p.m. PPT on the date specified in the CFT Schedule.
6. OPTION #2 – FULL TOLLING WILL NOT BE AVAILABLE FOR A GAS-FIRED PROJECT IF THE BIDDER DOES NOT SUBMIT A FULL TOLLING OPTION DESIGNATION AND INFORMATION FORM FOR THAT PROJECT BEFORE 4:00 P.M. PPT ON THE DATE SPECIFIED IN THE CFT SCHEDULE. 7. Designations made in this form are IRREVOCABLE, and if submitted to BC Hydro in respect of a project, BC Hydro will not consider non-tolling or partial tolling Tenders for the same project. 8. BC Hydro reserves the right to reject any late, incomplete or improperly completed forms.

Note regarding Question 7: Specify the maximum required volume of gas per day (GJ/day) necessary to operate the project at Bid Capacity as determined by (i) the Guaranteed Heat Rate, (ii) the Heat Rate Degradation Factor, (iii) the Heat Rate Conversion Table, (iv) the Capacity Degradation Factor and (v) the Capacity Conversion Table submitted at tender shall be less than or equal to the quantity of gas specified below. 8. Note regarding Question 8: The maximum guaranteed pressure for service off the Terasen high pressure transmission system is 500 psi, and service off the Terasen distribution system is also available but at a lower pressure) BC Hydro will not assume any obligation to supply gas at a pressure higher than the guaranteed pressure off the Terasen high pressure transmission system or the Terasen distribution system.

Note regarding Question 9: This description should include, but need not be restricted to, the following: a description of the alternate fuel, the extent to which the alternate fuel can displace consumption of natural gas; the quantity of alternate fuel storage capacity on site or expected to be on site, as well as applicable refill rates; any technical limitations or expected technical limitations for operating the project on the alternate fuel including: (a) exclusions of specific time periods (b) number of hours per year the plant can operate on alternate fuel; any permit restrictions or expected permit restrictions for operating the project on the alternate fuel; notice requirements for switching between primary and alternate fuel sources; and operating characteristics when operating on alternate fuel (e.g. Bid Capacity; Minimum Turndown level when the plant is running on alternate fuel; heat rate data for operation on alternate fuel at Bid Capacity and Minimum Turndown).
