Scott Vanderhoef Rockland County Soil and Water Conservation District Board of Director's Meeting May 29, 2008 9:30am Meeting Minutes PRESENT: Directors: Wayne Ballard, Larry Brissing, Frank Brooks, and Jim Dean, Chairman Staff: R. Allan Beers, Mary Hegarty Meeting opened at: 9:30 am Approval of Minutes- March 26th meeting minutes approved by a L. Brissing/F.Brooks motion, all in favor April 23rd meeting minutes approved by a F. Brooks/L. Brissing motion, all in favor. May 19th meeting minutes approved by a L. Brissing/F. Brooks motion, all in favor. Financial Report: On behalf of W. Ballard, Treasurer, A. Beers provided the following report. Approval of Report of Treasurer: Balance: Checking Account- $ 43,949.34; CD Account- $55,220.71; for a total of $99,170.05. Financial Balance approved by a F. Brooks/L. Brissing motion, all in favor. Approval of Expenses: Promoting the Environment into the Millennium  NYSCDEA Statewide TV Commercial contribution of $125.00, approved by a F. Brooks/L. Brissing motion,  all in favor.  Ink Cartridges for district printer, $ 323.76, approved by a L. Brissing/F.Brooks motion, all in favor.   Memory update for laptop, $118.60, approved by a L. Brissing/F. Brooks motion, all in favor.   Lunch reimbursement for Volunteer Stream Monitoring Training on May 3rd, to reimburse M. Hegarty,  $70.49, approved by a F. Brooks/L. Brissing motion, all in favor.  Registration fee for M. Hegarty to attend CPESC Review Course and test at Dutchess Co. SWCD office,  $100.00, approved by a F. Brooks/L. Brissing motion, all in favor.  Mileage reimbursement for Butch Rosenfeld, who volunteered his time to be our Benthic Macro Invertebrate  trainer at our Volunteer Stream Monitoring Training, also came to Rockland the week before to prepare for training. $78.78 for 156 miles at 50.5 cents per mile. Approved by a L. Brissing/F. Brooks motion, all in favor.  Americorps member mileage reimbursement for summer 2008, at a cap of $200.00, approved by a F.  Brooks/L. Brissing motion, all in favor. A. Beers reported that the SWCD received $14,000 from NY State; this is additional money for performance measures that our district fulfilled in 2007. A. Beers informed the Board that the District’s 1999 Gateway computer does not work and the County’s technicians said the computer was not able to be repaired. The recommendation is to recycle the computer. Approved by a W. Ballard/L. Brissing motion, all in favor. Meetings attended by staff/Staff Activities:  M. Hegarty submitted to Stormwater Consortium a list of SWCD activities that they can take credit for on  their MS4 Annual Reports.  M. Hegarty met with Americorps to discuss hiring an Americorps member, subsequently hired member and it  is working out well.  M. Hegarty prepared for Volunteer Stream Monitoring Refresher course. Went to Stony Point Park to survey  the area for the refresher course.  Participated in Upper Nyack Elementary School’s Earth Day Educational day- M. Hegarty offered a program  for 5th graders and storm drain marking.  Attended RC&D meeting on March 27th in Orange County.   Volunteer Stream Monitoring Refresher Course held on May 3 rd.   M. Hegarty organized logistics for the ACF Geosynthetic Workshop. Workshop on May 14th was well  attended.  Staff is a participant/ex-officio member of the Rockland Farm Alliance / Glynwood Center’s “Keep Farming”  Program - Natural Resource Committee, attended meeting on May 15th . nd  Hosted and attended RC&D meeting at Rockland Fire Training Center on May 22 .  Old Business:  Recap and feedback about ACF Geosynthetic Erosion Control Workshop on May 14th.  o Board was happy with workshop and it was well attended. Board suggested keeping an eye out for similar educational opportunities in the future.  Round 8 & 9 Stormwater grant & RFP:  o Discussion and vote on hiring consultant, A. Beers provided a brief overview of the RFP process and the current status of such. J. Dean added that because the one bid, which was submitted, was much higher than anticipated, the Board needed to find another alternative to administer the grants. At the recommendation of the DEC, a private consultant was contacted to discuss the possibility of administering the grant. The consultant provided a realistic cost proposal to administer the grants. The District cannot hire the private consultant without following the County’s professional services RFP process. He will follow up with County Purchasing to discuss options. o M. Hegarty will get a copy to board members of the SWCD and County of Rockland MOU. o Purchase of a lap top computer Promoting the Environment into the Millennium  As needed, a laptop will be used for administration of the Round 8 & 9 stormwater grant and  Americorps program up to a maximum purchase price of $1,500.00. Approved by a W. Ballard/L. Brissing motion, all in favor. New Business:  HBRW/LSI 2008 Stream Assessment:  o Vote on new 2008 contract:  Approved with the commitment that the SWCD will pay for the project, with the intention that  the SWCD will ask to the Stormwater Consortium to contribute to the contract via monies from the Round 8 & 9 Stormwater grant, thereby the Stormwater Consortium can take credit for this program in their MS4 Annual Reports. With the additional commitment that the SWCD will pay the full amount of the LSI Student. Approved by a W. Ballard/F. Brooks motion, all in favor. o Vote on Site Selection option within contract:  Approved by a W. Ballard/F. Brooks motion, all in favor.  o Need to recruit a local LSI student:  J. Dean will follow up with a student who might be interested, a student from Pearl River. M.  Hegarty will follow up with Susan Golz at RCC. Next Meeting Date: June 25th at 9:30am.
