                           - Meeting convened to report on chemicals management issues under the framewo rk of the Strategic Approach. Part icipants
                             included non-governmental organizat ions fro m the Réseau Ivoirien pour l’Environnement et le Développement network,
                             wo men’s and consumer’s associations, among other non-governmental organizat ions . Main issue discussed concerned
                             management of persistent organic pollutants .
                           - Participates with the national focal point in the development of a Strategic Approach imp lementation plan. Identified
                             priorities by the organization include: training of customs officers and non-governmental organizat ions; sensibilization;
                             development of new regulation.

                           - Meetings of the Forum Standing Co mmittee (FSC) have taken place in 2006 and 2008, in which specific top ics haven been

- Annual global and regional meetings are conducted with participation of member co mpanies and their personal to promote
the voluntary Responsible Care (RC) programme, co llect data and share information.
- In alignment with the Strategic Approach, the imp lementation of the Responsible Care Global Charter will contribute to the
Strategic Approach. Further work includes technical documentation produced by the task groups on issues such as providing
data for risk assessments on a broad and cost effective basis.

- Meetings of Govern ments, industry, environmental non-governmental organizations , and trade unions.
- Contributions to Strategic Approach implementation are included in the work programme 2009-2012.

- Several meet ings have been held to discuss Strategic Approach activities, particularly those relevant to scientific issues.
- The organization’s imp lementation plan draws on its scientific programme, which includes workshops and regional meetings
on state of the art science, as well as emerging chemicals management issues. The plan also incorporates capacity building
efforts in developing countries. Furthermore, this plan pro motes collaboration with other scientific bodies to ensure an
independent and peer-reviewed contribution to the Strategic Approach process.

- In itial planning is expected to occur in early 2009. Main activ ities will consider a review of regional problems and potentia l
solutions, as well as identifying local organizat ions that may be able to part icipate in the process.

- Staff members of the chemicals unit oversee the progress of related projects and programmes (e.g. Montreal Protocol,
Strategic Approach, persistent organic pollutants) and meet through teleconferences on a weekly basis.
                                  - In itial meet ing of the environmental management branch consisted on presentation of activities within the framework of the
                                  Strategic Approach, and discussions on the role and function of the organization within the work of the Inter-Organization
                                  Programme for the Sound Management of Chemicals and the Quick Start Progrmme, as well as a preliminary p lanning phase
                                  before the second session of the International Conference on Chemicals Management .


                                  The occupational and environmental health research unit at the UCT, pro motes Strategic Approach implementation through
                                  electronic foru ms oriented to regulators and technical advisors from several organizations (FAO, WHO, UNEP, OECD) in the
                                  field of pesticides.

                                  - At previous meet ings, the World Health Assembly passed resolutions on the development and adoption of the Strategic
                                    Approach, respectively. Specific request has been made to facilitate implementation by the health -sector of the Strategic
                                    Approach, in relation to human health elements.
                                  - Contributions to Strategic Approach implementation are incorporated into WHO effo rts and work plans, and guided by the
                                    health sector priorities.

                                       ii.    Dissemination of the Strategic Approach is an ongoing process and it will be followed by a priority analysis phase
                                              within the working group.

   i.   Initial study to review current and availab le infrastructure on legal, regulatory, technical and managerial issues for the
        pollutant release and transfer registries; organization of workshops for the implementation of the pollutant release and
        transfer registries in Central A merica and the Do min ican Republic; mercury inventory development; init iative for a
        regional St rategic Approach implementation strategy.
  ii.   Information sharing on Globally Harmon ized System of Classificat ion and Labelling of Chemicals has taken place
        and this work area has been identified as a Strategic Approach priority.
 iii.   Work on chemical products has been incorporated into a strategy on health and agro-environmental issues.
 iv.    Sub-regional courses on handling of chemicals in cases of emergencies and accidents are offered to officials fro m
        environmental and emergency response authorities.
  v.    A proposal of tariff codes for customs and trade, related to chemicals under regulation by mu ltilateral environ mental
        agreements, has been forwarded to relevant governmental authorities in the Latin A merican region.

   i.    Train ing activities for farmers, retailers and agents on pesticide handling and management; program on stockpiles in
         Africa for d isposal of obsolete pesticides .
  ii.    Free electronic informat ion is availab le on pesticide management guidelines ; learning programme on the
         implementation of the Code of Conduct.
 iii.    Global stewardship strategy to be promoted at the regional and national levels.
 iv.     Train ing of users in partnership with relevant stakeholders.
  v.     Programmes on awareness raising on regulatory matters; train ing of farmers on risks related to illegal products .


  ii.    Joint coordination under the Southern Co mmon Market (M ERCOSUR) framework, to carry out project to facilitate
         Strategic Approach implementation with participation of workers in their wo rk place.

Specific activ ities related to the above project include: assessment of capacity and needs at the organizational level in risk
reduction and chemicals management issues. Other in itiat ives for sensibilization, information and training in the workplace
are jo intly coordinated with govern mental inspection departments.


   i.    Sensibilization of workers on occupational health matters, such as the use of protection equipment; collection of
         empty containers of chemical products.
  ii.    Distribution of p ictogrammes; broadcasting of advertising spots on TV and radio; pro jection of films related to
         hospital and domestic losses.
 iii.    Organization of workshops with representatives from relevant Ministries, for the dissemination and understanding of
         the Rotterdam, Basel and Stockholm Conventions.
 iv.     Train ing of non-governmental organization members to report on persistent organic pollutant related issues to the
         national focal point; participation in workshops and seminars on persistent organic pollutants issues.
  v.     Active participation to ensure proper labelling of persistent organic pollutants containers; visits to markets and sale
         points in low income areas to identify illegal trade.

Other activit ies include sensibilizat ion init iatives in co mmunit ies and regions around the country; capacity building of non-
governmental organization members and civ il society through thematic conferences on persistent organic pollutants and
pollution issues at the national level; collection and storage of empty containers.


   i.    Reco mmendations for risk reduction activit ies have been included in the reports of the IFCS Foru ms V and VI,
         including topics such as: toys and chemical safety; mercury, lead and cad miu m; substitution and alternatives;
         nanotechnology, and others.
  ii.    Electronic and printed versions of meet ing reports, and materials containing info rmation re lated to chemical safety
         and topics discussed in the above mentioned foru ms, are widely available.
 iii.    Relevant issues covered in final reports of the IFCS Foru ms V and VI

  v.     The IFCS has submitted a draft decision on prevention of illegal t raffic of hazardous chemicals to the UNEP
         Govern ing Council, which is expected to facilitate necessary activities to address this challenge.

Work areas and activities within the Global Plan of Action of the Strategic Approach are thoroughly discussed in the reports
of Foru ms V and VI.


   i.    Activities through the Responsible Care Global Charter are expected to produce improvements in performance
         reporting, product stewardship and verification, as well as increasing best practices worldwide. Furthermore the
         Global Product Strategy contributes to risk reduction with tools such as: Guidelines for products stewardship; high
         production volume chemicals programme; info rmation data base on risk exposure and hazard.
  ii.    Develop ment of tools and guidance for industry helps collecting information on health, safety, environment and
         product stewardship. Data is reported electronically on websites.
 iii.    A Global Governance Process for Responsible Care has been approved by the Org anizat ion, and sets out specific
         obligations for imp lementation of the Responsible Care Global Charter.
 iv.    Cooperation through the Responsible Care Global Charter supports initiatives for engagement of chemical producing
        areas. Further activit ies include training workshops for Globally Harmonized System of Classification and Labelling
        of Chemicals imp lementation, basic product stewardship, etc.
  v.    Security of production operations, warehousing and transportation activities have been under review to address illega l
        traffic. Specific work is focussed on reducing the spread chemical weapons.


  ii.   Assessment of existing chemicals; notification of new chemicals; harmonizat ion of classification and labelling;
        exposure assessment; Quantitative Structure-Activity Relationships application tool; s afety of manufactured
        nanomaterials; IT tools.
 iii.   Test guidelines; good laboratory practice and compliance monitoring; mutual acceptance of data and non-members.


   i.   Workshop report on persistent organic pollutants and persistent bioaccumulative and to xic enhances knowledge of
        chemicals of interest to the Stockholm Convention.
  ii.   Meeting reports provide a conceptual basis for further d iscussions on emerging issues. The organization’s scientific
        programme looks to further contribute to the Strategic Approach.
 iv.    Planning includes a training workshop on risk assessment in Africa (2009), with future similar events to be held in
        other regions to reinforce this effort. Further training on life cycle topics is under development to engage key

SETAC’s scientific p rogramme identifies common interests with the Strategic Approach and therefore the organization is
committed to contribute towards future issues on emerging chemicals management through its scientific expertise.


  ii.   Several events have been organized and although without a direct link on the Strategic Approach, these have covered
        chemical management issues. Specific workshops and seminars have been held to inform local population on water
        pollution issues. A concept on water resource management has been offered to countries in the Central Asian region
        for consideration.
 iii.   An assessment of current national laws has been performed. A report on this review has been submitted to authorities
        in Uzbekistan with suggestions on how to imp rove regulation, with specific emphasis on water resources.

After the adoption of the Strategic Approach efforts have been launched to:
- Develop projects in support of the Strategic Approach, directly aimed to achieve priorit ies B and C.
- Increase coordination between activities related to the Montreal Protocol and persistent organic pollutants with other related
to mult ilateral environ mental agreements , integrating efforts to achieve synergies and coordination at the global and regional
- Chemicals Proofing Guide to assist Global Environment Facility Focal Areas programmes and projects .
- Overall, act ivities in the chemicals management field support various aspects of all five categories of the Overarching Po licy


   i. Analysis of substances throughout their life cycle; identificat ion and development of safer alternatives .
  ii. Information on the use of chemicals in industries is made available through methodologies and technologies aimed to
      reduce and control risk and hazards.
 iv.  Activities in this work area include: Green industries initiative focused on promoting greater efficiency in the use of
      resources; imp lementation of programmes that promote cleaner technologies and preventive approaches ; cleaner
      production programme through capacity building and dissemination activities ; introduction of cleaner artisanal
      mining practices to reduce risk in relation to mercury; capacity build ing on persistent organic pollutants in the areas
      of best available techniques and best environmental practices; support for the imp lementation of projects funded
      under the Quick Start Programme in developing and transition countries.

Most work areas are covered through programmes and services to support initial capacity development in countries to
implement the Strategic Approach. Main activit ies include:

- Support for imp lementation of strategic priorities of the Qu ick Start Programme: advisory services and guidance to develop
national profiles and capacity assessment activities .
 -Development and dissemination of gu idance materials .
- Organization of thematic workshops on the Strategic Approach, governance and multi-stakeholder participation.
- Executing agency for 50-plus Qu ick Start Programme Trust Fund approved projects in developing and transition countries .
- Offers specialized capacity build ing programmes in areas including: Globally Harmon ized System of Classificat ion and
Labelling of Chemicals, pollutant release and transfer registries, risk management for decision-making, mercury related
activities, the Rotterdam and Stockholm Conventions.

   i.    Several act ivities are geared towards reductions in risk and exposure, such as community interventions to reduce
         illegal use of pesticides, and promoting policy strategies to Govern ment departments.
  ii.    Electronic server for African pesticides regulators with general information on health effects, alternatives and risk
         reduction; production of pamphlets and policy briefs on pesticides issues; development of train ing material relevant
         to Globally Harmonized System of Classification and Labelling of Chemicals ; production of risk communication
         materials on pesticide to xicity; conducts research on health and environmental effects of pesticides.
 iii.    Efforts are ongoing to harmonize pesticides regulation in the African region.
 iv.     Capacity build ing programme for pesticides regulators in Africa; development of e -learning programmes on pesticide
         management topics.
  v.     Research on the use and sale of illegal pesticides in South Africa.


   i.    Develop ments of better methods to assess impacts of chemicals on health are aimed to set priorit ies for actions and
         monitoring of progress of the Strategic Approach. Work to promote safer alternatives to chemicals of concern.
  ii.    Filling of gaps of scientific knowledge; development of harmon ized methods for risk assessment; improve ability to
         access and apply scientific knowledge.
 iii.    Facilitation of Strategic Approach imp lementation through the health sector.
 iv.     Capacity build ing to address chemical incidents and events of poisoning .

The WHO has a lead role in the Strategic Approach providing its expertise in health related issues. It is also the executing
agency for several Quick Start Programme funded projects to support the strengthening of national capacities in several
