Shenandoah Stables Moscow Mills, Missouri August 2001
INTRODUCTION The Environmental Protection Agency (EPA) is proposing to delete the Shenandoah Stables Superfund site from the National Priorities List. The site was added to the National Priorities List, or NPL, in 1983. The NPL is a list of hazardous waste sites in the country. The Missouri Department of Natural Resources (MDNR) concurs with this action. EPA is asking the public for comments on the deletion. BACKGROUND

The Shenandoah Stables site covers approximately 7 acres near Moscow Mills, Missouri. In 1971, the horse arena was contaminated with dioxin when a St. Louis waste oil hauler sprayed it with approximately 2,000 gallons of contaminated oil for dust control. Afterward, numerous birds, rodents, and over 40 horses died. Several adults and children also became ill. In 1971, the top 6 to 8 inches of contaminated soil were excavated and used as fill material in a new highway. In 1972, more soil was removed from the arena and placed in a swampy area on the site. EPA’s sampling in 1982 found that the top 30 inches of soil in the arena and the soil in an on-site slough area, were contaminated with dioxin. SITE ACTIVITIES The site has been addressed through Federal and potentially responsibility parties’ actions. These actions included: # Excavating the soil to health-based standards.

Bagging and storing the soil on-site in approved storage structures.

Fencing and posting the storage structures. Transporting the bags of dioxin-contaminated soil to Times Beach for incineration. Restoring Shenandoah Stables after the storage structures were decontaminated.
DELETION ACTION EPA, and MDNR, have determined that all appropriate actions under Superfund have been completed. The clean-up actions at the site were successful in removing dioxin-contaminated materials that exceeded health-based levels. Since no hazardous substances are on the site, no operation and maintenance activities or five year reviews will be conducted.
