                 TPRs
The Social Security Administration (SSA)
expects Ticket Holders to make progress
toward self-supporting employment while their
ticket is Assigned or In-Use SVR (State
Vocational Rehabilitation Agency)

TPR is based on the Timely Progress
Guidelines established by SSA under the
Regulations which were effective July 2008

The Social Security Administration will
 conduct a review at the conclusion of
every 12-month period of Ticket Use or
 assignment in order to determine if a
  beneficiary is making the expected
   progress toward self-supporting
             employment.

  Inactive Status – In-Use SVR
In-Use SVR beneficiary may request to be
excused from progress reviews by requesting
inactive status
Not excused from Medical Continuing Disability
Reviews (CDR) while in inactive status
Does not count toward time limitations for TPR
May submit a written request to MAXIMUS for
re-entry to In-Use SVR status

Inactive Status – EN Assignment
 Any beneficiary may place Ticket in
 inactive status if temporarily unable to
 make timely progress toward self-
 supporting employment during a progress
 certification period
  – Does not count toward time limitations for TPR
  – Provider cannot place Ticket in inactive status
 Beneficiary may submit written request for
 re-entry to “in-use” status once they meet
 the requirements

•   Beneficiary’s SSN
•   Beneficiary’s Name
•   EN/VR Name
•   Beneficiary’s signature
•   Date of request
•   Statement that beneficiary wishes to place
    ticket in Inactive Status or Attn: Inactive
    Status

Providers should explain the TPR
guidelines to beneficiaries during intake
and IWP/IPE development

 Individual Work Plan (IWP)
Required to include a statement
acknowledging that TPR has been
explained to the Ticket Holder by the EN.

Even though it is not required to include
the TPR chart on the IWP, it is
recommended so the beneficiary
understands what is expected of them
once the ticket is assigned.

Frequently Asked Questions (FAQ)
 What is a Medical Review or Continuing
 Disability Review?
 – A CDR is a medical review conducted by SSA
   to determine if a beneficiary is still disabled
   under SSA’s rules. Depending on the
   disability beneficiaries may have a CDR every
   1-3-5-7 years. However, beneficiaries
   currently participating in the TTWP and
   meeting the requirements of TPR will continue
   to be excused from these reviews.

Frequently Asked Questions (FAQ)
 (Beneficiary) I am not reviewed until
 next year. Won’t Trial Work Level (TWL)
 and Substantial Gainful Activity (SGA)
 change?
 – You are reviewed using the levels that are in
   place from the year at the beginning of the
   review period.

(Beneficiary) I only work part-time. Will
TPR still need to be completed?
– Any beneficiary using a Ticket and sent a TPR
  form is subject to an annual Timely Progress
  Review unless the beneficiary chooses to go
  in inactive status, or discontinue participation
  in the TTWP. If a beneficiary decides to place
  the Ticket in inactive status the beneficiary is
  excused from TPR, but becomes subject to
  his/her regularly scheduled CDRs.

(Beneficiary) What happens if I fail
TPR?
 – If a beneficiary does not pass TPR they
   will be placed in Inactive Status. The
   beneficiary will remain assigned to an
   EN or have their ticket In-Use SVR but
   will lose their CDR protection.

Does training provided by the EN or
SVR office count toward the Training
requirement?
– It most likely will not count unless it’s a
  certified training course. However, the
  beneficiary should include everything done
  during the review period on the TPR form,
  and it will be evaluated at that time.

If a beneficiary unassigns a Ticket and
then reassigns the Ticket, does the TPR
clock start over again?
– The TPR clock will not start over again, it will
  pick up where it left off at the time of Ticket
  unassignment.
