The Al-Maqdisi programme aims to strengthen cooperation and scientific and academic
exchanges between French and Palestinian researchers and research laboratories.

The current call for proposals concerns projects (in hard or social sciences) that can include
theoretical research, research for development, training for research, industrial applications,
partnerships with the private sector. A strong focus will be put on applied research.

The call for proposals follows a procedure guaranteeing the scientific quality of operations
and benefiting from the active support of both governments.

In line with the policy of the Palestinian Ministry of Education and Higher Education, which
has defined the theme of environmental research as one of its priorities, special attention will
be given in the 2010-2011 call for projects to research projects dealing with issues such as
environment, renewable energies or water treatment. These are the priority areas for the
project proposals, though proposals in other fields may be taken into consideration, if their
scientific quality is considered to be outstanding.

The involvement of researchers from one or several Palestinian universities, and of one or
several local companies, as well as the supply of other fundings, will be appreciated as
positive elements during the selection of the files.

This call for proposals is open to all research and higher education bodies. The working
experience of the project leaders, the coherence of the proposed approach, as well as the
importance of the expected outcomes will be examined closely. After two independent
evaluations by a French scientific committee and a Palestinian one, the final selection will be
made by a joint committee co-chaired by the Cooperation and Cultural Counsellor (or, by
delegation, by the Academic Cooperation Attaché) on the French side and, on the Palestinian
side, by an official of the Ministry of Education and Higher Education. The selected projects
will obtain funding from both the French Ministry of Foreign and European Affairs and the
Palestinian Ministry of Education and Higher Education.


The following guidelines concern the attached application forms.

1.1. The applicants shall propose a French-Palestinian project answering the following

       -   The project must be conceived within the framework of a partnership between a
           French and a Palestinian team;

       -   It must include training through research;

       -   It will aim at setting up or developing a centre for the training of researchers or a
           research centre in the Palestinian territories, over a long-term period;

       -   It must specify expected publications and scientific outputs, include direct links with
           academic training and, if possible, cooperation with the socio-economic, professional
           and industrial development sectors;

       -   The project cycle will have a specific schedule, defining precisely the tasks of each of
           the parties.

1.2. Whenever the project includes one or several PhD defences, one of the team members
     must be habilitated to supervise a PhD thesis.

1.3. The applicants will present their project through the attached application form. They can
     join, at their convenience, any document that will help to understand their project and

1.4. These project proposals, co-signed by both project leaders, will bear the stamp and
     signature of the administrative bodies both project partners are attached to. Two
     signed copies as well as an electronic copy of the proposals will be sent by the
     Palestinian team to the Palestinian coordinator*, and two other signed (and
     identical) copies (as well as an electronic copy) of the project will be sent by the
     French team to the French coordinator*. Both coordinators will acknowledge
     reception of the applications. This double application is necessary for the projects to be
     taken into consideration. Projects that will be sent to only one side will not be

1.5. The applicants will be officially informed of the decision taken by the joint committee.
     The committee’s decisions are final and the applicants agree to respect them, as well as to
     implement their project according to the terms set in the application submitted to the

1.6. Each partner team will submit during the implementation of the project a mid-term report
     according to the form provided to them by the joint committee, specifying the scientific

    progress made, the problems encountered. They will also submit a financial report with
    copies of invoices.

1.7. The duration of a project is two years.

1.8. The projects shall be submitted in English only; the reports will be in English for the
     Palestinian team, and in English or French for the French team. Publications can be made
     in the language required by the scientific review.

1.9. The joint committee will only examine projects submitted according to the afore-
     mentioned rules and deadlines. Proposals that do not follow the required criteria
     will not be accepted.


The project proposals will all be submitted to two independent scientific evaluations: one
conducted on behalf of the Palestinian committee, the other on behalf of the French

2.1. In order to conduct the evaluation of the submitted projects, each committee shall call on
     scientists who are recognized for their competence in their fields and for their recent
     contributions to research.

2.2. These experts will proceed according to standard evaluation forms provided by the
     committee; the evaluation will bear on the scientific interest of the proposals, the
     competence of both teams to carry out the project in the given framework and conditions,
     the adequacy of requested means to support the research, the importance of the expected
     outcome in serving the community, the relevance of the project to the priorities
     mentioned above. They will grade the project proposals and give their opinion. The
     committee can ask for more than one evaluation, if necessary. The evaluation will remain

2.3. The joint committee discusses each of the submitted proposals during the selection
     meeting and decides whether it is accepted or rejected.

2.4. The joint committee decides to grant a specific budget to each project in accordance with
     available funds.


3.1. Financial support will cover travel expenses, short-term stays, exchanges between the two
     research teams involved in the partnership, as well as logistical support to help acquiring
     office materials. Salaries or any other form of wages (of teachers, students,
     technicians, etc.) cannot under any circumstances be paid in the framework of this
     call for projects. This cooperation aims primarily at encouraging exchanges between
     partners from both countries. The funding of travel and travel-related expenses shall
     therefore, for the French partner, not amount to less than 80% of the whole
     requested budget. As for the Palestinian partner, in view of the necessity for
     Palestinian research groups to acquire light equipment in order to enable them to conduct
     their research works in the Palestinian Territories, the purchase of documentation and/or
     of laboratory material can be considered but shall not exceed 60% of the whole
     requested budget.

3.2. The evaluation of the project will also take into account the additional funding that the
     project leaders may have been able to raise for the project.

3.3. French and Palestinian public funding procedures are subject to rules that must be
     respected: the budget is managed on a yearly basis and cannot be retroactive; it is
     impossible to refund any expenses incurred before the official notification of the
     selection. Administrative procedures can sometimes lead to important delays.

3.4. Any request for funding shall be accompanied by a spending plan. The total budget that
     will be allocated to each project over the two-year period (2010-2011) amounts to a
     maximum of 20,000 Euros†. The distribution of the budget between the French and
     Palestinian teams shall be agreed on by both teams. Each team will be allocated its share
     of the funding separately.

3.5. The grant is disbursed in two instalments. Each team shall submit a mid-term report by
     the end of the first year, justifying all expenses to date. The second instalment shall be
     disbursed once this report has been received and reviewed by both funding partners. By
     the end of the second year, a final financial and scientific report shall be submitted in
     order to close the project.

 The mentioned amount is just an indication : the selection committee can decided to allocate a smaller amount
according to the total budget available for the programme, or if it deems the proposed budget inadequate to the
objectives or the implementation modalities of the project.


4.1. Publications and patents resulting from the funded projects will mention that the research
     has been conducted in the framework of the Al-Maqdisi programme.

4.2. The results of the research conducted in the framework of the Al-Maqdisi programme
     cannot be patented or used commercially by only one of the two laboratories involved
     without the explicit authorisation of the other. Whenever possible, patents will be
     registered jointly. If one of the parties relinquishes or does not answer the patent
     registration offered by the other party within ninety days after reception of the registration
     proposal, the other party has the right to register it in its own name. Publication or free
     exchange of scientific results shall not be subjected to any previous authorisation nor
     financial compensation, unless a confidentiality clause is binding the concerned
     programme in the framework of an industrial agreement or of the regulations of public
     research existing in France or in the Palestinian Territories.

4.3. The ideas expressed in the publications and their contents are the exclusive responsibility
     of their authors.
