Subj:   DISESTABLISHMENT OF U. S. NAVAL SECURITY GROUP ACTIVITY
        (NAVSECGRUACT) AND ESTABLISHMENT OF U. S. NAVAL SECURITY
        GROUP DETACHMENT (NAVSECGRUDET), ROTA SPAIN

1. Purpose. To approve disestablishment of subject shore
activity and establishment/disestablishment of subject shore
activity detachment assigned to the Chief of Naval Operations
for command per reference (a).

2. Background. This action is part of the transformational
initiative of Commander, U. S. Naval Forces Europe. The object
of that transformation is to reduce the Navy footprint in the
European AOR. Additionally, Commander, Naval Security Group
Command (NAVSECGRU) is disestablishing the U. S. Naval Security
Group Activity as the command for which it provides primary
support is transitioning back to the United States. The
disestablishment of the command will be followed by the
establishment of a detachment to cover the transitional phase of
these actions. Effective 30 September 2006, the detachment will
disestablish without further organization action.

3. Organizational Changes. Disestablish U. S. Naval Security
Group Activity and establish U. S. Naval Security Group
Detachment effective immediately. Effective 30 September 2006,
disestablish the new detachment. The following applies:

4.   Action

    a. COMNAVSECGRU will take action to disestablish subject
shore activity and establish/disestablish subject shore activity
detachment.

    b. Master Update Authority, Honolulu, HI will add and
delete the Plain Language Addresses (PLAs) in the Central
Directory Component effective immediately and subsequently on 30
September 2006 unless otherwise directed via official
correspondence. Correspondence concerning the PLA should be
forwarded to NAVNETSPAOPSCOM (Code N31), 5280 Fourth St.,
Dahlgren, VA 22448-5300.

     c.   Director, Navy Staff (DNS-33) will revise reference (b).

5. Cancellation Contingency. This notice may be retained for
reference purposes. The organization action will remain
effective until changed by Director, Navy Staff.
