State Brownfield News and Announcements
1. The Florida Department of Environmental Protection (DEP), Bureau of Laboratories, announced
that changes to Chapter 62-160, F.A.C., went into effect on April 9, 2002. The Bureau has instructed
all consultants that they should start to use the new proposed SOP's beginning April 9, 2002. Here are

2. DEP has announced that a Rule Development Workshop for Chapters 62-770, 777, 782, and 785,
F.A.C., will be held on May 7, 2002 at 9:30 a.m. in Room 609, DEP's Twin Towers Building Complex
in Tallahassee, FL. This workshop is free and open to the public and registration is not required. The
purpose of this one-day public workshop is to discuss proposed modifications and amendments to
Chapter 62-777, F.A.C., Contaminant Cleanup Target Levels and the associated program rules that are
affected by this rule including Chapters 62-770, 62-782 and 62-785, F.A.C. DEP staff will discuss
proposed modifications and receive public comments. The full text of this notice will be published on
April 12, 2002, on the Internet at the DEP's home page, located at www.dep.state.fl.us, under the link

3. The 5th Annual Florida Brownfields Conference will be held September 22 through 25, 2002 at
the Crowne Plaza Hotel in Pensacola, Florida. The theme for the conference is "Hop Aboard the
Brownfield Express" to receive fast and current information about new legislation, liability issues,
financing property transactions, and the status of state programs in the Southeast. Call for Papers,

4. Updates to the Brownfields Redevelopment Program website were completed last week.
Updates include:
a. Copies of all local government resolutions;
b. Copies of executed BSRAs;
c. New model BSRA published on website. New date is April 15, 2002; Be sure and download
this revision and use it for any submittals to the department for review; and
d. A revised Standard Operating Procedures manual is now available.
New or Proposed Designated Brownfield Areas and BSRAs
1. The City of Tampa’s City Commission held a public hearing last week (April 8, 2002) on an
application to designate "Washington's Crossing" as a Brownfields Area. This is a small (1 acre) site
in downtown Tampa. A final hearing and adoption of the resolution is expected during the next
commission meeting in two weeks.
2. The City of Lauderhill in Broward County approved the designation of a brownfield area on March
3, 2002. The designated area is the US 441/SR7 Corridor and encompasses approximately 504 acres.
3. In Hillsborough County, the Hillsborough County Board of County Commissioners adopted a
resolution designating 39.448 acres at the southwest intersection of Gunn Highway and Henderson
Road as a Florida Brownfields Area. The resolution was adopted on March 20, 2002. The site is
located in the northwest portion of the County and is to be developed as a Wal-Mart Supercenter with
restaurants and retail shops on the surrounding out parcels. The site is commonly referred to in DEP's
SWD as the Mary Carter/Carter Coatings/Valspar site. BSRA negotiations are in progress with Wal-
Mart representatives for the Wal-Mart parcel as well as with representatives of Buckley-Shuler
Properties for several of the outlying parcels.
4. On April 11, 2002, the City of Winter Garden’s City Commission approved a resolution for its first
brownfield designation area. The new designated brownfield area overlays the existing downtown
Community Redevelopment Area.
5. BSRA negotiations continue with representatives of Communities Finance Company regarding a
parcel within the property formerly known as the Palm Beach Lakes Golf Course. The former golf
course property was designated a brownfield area by the City of West Palm Beach in June 2001.
6. Also BSRA negotiations continue with representatives of DR Lakes, Inc. regarding another parcel
within the property formerly known as the Palm Beach Lakes Golf Course. The former golf course
property was designated a brownfield area by the City of West Palm Beach in June 2001. The
proposed redevelopment is for multifamily high-density use.
7. BSRA negotiations began on April 1, 2002, with representatives of the Ware Family Realty in
Jacksonville for a parcel located at the corner of 444 Park Street and 321 Edison Street in
Jacksonville’s designated brownfield Pilot area.
8. Recently, BSRA talks began on a closed manufactured gas site in North Miami Beach,
Miami-Dade County. This site is approximately 23 acres. TECO-Peoples Gas informed the local
pollution control program (DERM) that a developer proposes to develop land west of Dixie Highway.
Federal Brownfield News and Announcements
1. The U.S. Department of Housing and Urban Development (HUD) will hold a Brownfields
Economic Development Initiative (BEDI) Application broadcast on Thursday, April 25, 2002, from
1:00 pm to 3:00 pm. This year you have two options to view the broadcast. HUD's South Florida
Office will be hosting the broadcast in their office, located at 909 SE First Ave., Miami, FL; for
additional information, please contact Mark Buchbinder, HUD Community Builder, at (305) 536-4652
ext.2318. HUD will also offer a "webcast" at the same date and time. A webcast is a video you can
watch right from your computer screen. To watch a webcast, you need a computer capable of playing
sound, a connection to the Internet that is at least 28.8Kbs, and a video player. A link will appear on
the title of the program on HUD's website approximately 1/2 hour before the broadcast taking you to
the video. Archived webcasts are usually available in the video library the day after their initial
broadcast. For additional information and schedules of other webcasts, please go to

2. The U. S. Environmental Protection Agency (EPA) has put together a short brief concerning the
benefits of Public Law 107-118, the Small Business Liability Relief and Brownfields Revitalization
Act. This brief breaks out each title and subtitle of the Act and provides a brief explanation of what

3. EPA has launched a new website to promote the cleanup and reuse of brownfield properties across
the nation that are regulated by the Resource Conservation and Recovery Act (RCRA). Called the
RCRA Brownfields Prevention Initiative website, it will provide state and tribal governments and the
public easy access to useful information about the reuse of brownfield properties where hazardous
waste was generated, treated, stored or disposed. EPA established the initiative to encourage the reuse
of potential RCRA brownfields so the land better serves the needs of the community. RCRA generally
focuses on active and future facilities and is designed to prevent future Superfund sites and
brownfields. The RCRA Brownfields Prevention Initiative links RCRA facilities with the brownfields
program to help use economic redevelopment as an engine that drives environmental cleanup. For
