Wc believe that the VA statutory definition of "permancntly and totally disabled," is consistent wid) HUD's regulatory definition of"pcrSOIIs with disabilities." Individuals receiving !OCialsecurity disability benefits are exempt from the requirement; Mwover, disabled veterans are subject tI:)a superfluous ~vaJ_ion in order tc receive the same OXeInption.We believe the dual certification is an W1necessary burden upon personswho dedicated d1eir time and lives to serve this country. In 2003, VA Secretary Andtony Principi wrote to HUD S«retary Mel Martinez urging d)e dcpel1mentto issue a rcgutatlon that would exempt disabled veteransfrom tIICcommunity service rcquircmeDt. In addition, the V A General Counsel took the same vi8W and encoW'8HdHUD to ' include disabled veterans in the exemption.
