                                      PLANNING COMMISSION
                                    Meeting Minutes – September 24, 2009

Members in Attendance: Alyssa Loney, Carl Roe, Christopher Rice, Brent Sailhamer, Daniel Barney, Peter
Ostrowski, David Stewart.

Borough Officials in Attendance: Bruce Koziar, Planning/Zoning/Codes Manager and Michael T. Keiser,
P.E., Public Works Director

The meeting was called to order at 5:30 p.m.

Items Reviewed by the Planning Commission:

       1. The Planning Commission considered a final subdivision plan submitted by Snyder, Secary &
          Associates, LLC on behalf of R. J. Sepco, Inc. for the subdivision of .78 acres of land from lands of
          the Center of Rocky Meadows, L.P. and consolidates with lands of R. J. Sepco, Inc. for future
          development. The Planning Commission also considered a waiver of the preliminary plan
          submission requirement.

           Jim Snyder explained that the proposed plan would add an additional .78 acres to the existing lot.
           The newly created lot will allow for the construction of a new 6,992 square foot Sheetz store.

           Conclusion: The Planning Commission, upon motion by Daniel Barney and second by David
           Stewart, voted 6-0-1 to approve the preliminary land development plan subject to staff’s conditions
           and the waiver of the preliminary plan submission. Alyssa Loney abstained from voting.

       2. The Planning Commission considered a preliminary/final land development plan submitted by
          Snyder, Secary & Associates, LLC on behalf of Sheetz, Inc. to construct a new 6,992 square foot
          convenience store, a 1,764 square foot car wash, fuel dispensers and related site improvements on
          4.3729 acres of land known as 1900 Ritner Highway. The Planning Commission also considered a
          waiver of the preliminary plan submission requirement and the requirements to install public
          sidewalks.

           Jim Snyder of Snyder, Secary & Associates, LLC, explained that the applicant proposes to construct
           a new Sheetz store and related site improvements and then raze the existing Sheetz store. Mr.
           Snyder explained that the current store is approximately 4,000 square feet with 8 fueling stations.
           The new store will be 6,992 square feet, 12 fueling stations, 84 parking spaces and a dual bay car
           wash. The access driveway located on Ritner Highway will be moved approximately 100’ west of
           its current location. The current access points located on Allen Road will remain at the same
           location, just a few minor revisions. The southern most access located on Allen Road will be
           changed to a right in, right out only entrance.

           Daniel Barney asked if tractor trailers will be able to utilize this store. Mr. Snyder explained that
           there will not be fueling areas for tractor trailers. The entrances and drive areas will not encourage
           truck traffic and the new road shoulders will be smaller at six feet wide. The current shoulders are
           12’ wide, allowing room for trucks to park.

           David Stewart asked how much more water this facility will use in addition to what the current
           facility uses. Mr. Snyder said that the proposed new store and the addition of the car wash will
          increase the water use by approximately 5,000 gallons per day. Mike Keiser stated that the Borough
          of Carlisle has enough capacity to service this new facility.

          David Stewart asked what the construction schedule is. Mr. Snyder said the applicant would like to
          start construction in January or February of 2010 and is hopeful to be completed by November or
          December 2010.

          Conclusion: The Planning Commission, upon motion by Daniel Barney and second by Alyssa
          Loney, unanimously recommended approval of the request subject to staff’s conditions. The
          Commission also unanimously recommended waivers to the preliminary plan submission and the
          requirements for public sidewalks.


There being no further items on the agenda, the Planning Commission adjourned at approximately 6:00 p.m.
